1、 Various stages of developing party members

The applicant stage for party membership - the active member stage for party membership - the development target stage - the probationary party member stage - the probationary party member education, investigation, and regularization stage

2、 Main procedures for recruiting party members

(1) Applicant stage for joining the Party

1. The applicant voluntarily submits an application for joining the Party and an autobiography to the grassroots party branch where they are located (which can be handwritten or printed, and the printed version must be handwritten and signed);

2. The grassroots party branch shall send personnel to talk to the party applicants within one month to understand the basic situation;

3. Applicants must submit their application for at least 6 months before they can develop into active members of the Communist Party of China.

(2) Active Party Member Stage

1. Identify active members to join the Party. When the conditions are ripe, after being studied and approved by the Party branch committee (or by the Party member assembly if there is no committee, the same below), it is determined to be an active member of the Party and reported to the higher-level Party committee for record;

2. Specify the training contact person. The party branch designates 1-2 formal party members as the training contacts for active party members.

Training and education can be carried out by: (1) absorbing active party members to participate in party classes, participating in branch meetings to discuss the development of new party members, and taking the oath of joining the party; (2) Provide opportunities for exercise and testing; (3) Require active members of the Party to regularly report their ideological and work situation to the Party organization, and the branch to regularly evaluate their performance, affirm their achievements, point out shortcomings and directions for efforts; (4) Conduct training. Training content: mainly focusing on the basic knowledge and line of the Party;

3. Regular inspections. The inspection is conducted every six months. Main content: Political consciousness, ideological quality, motivation for joining the Party, work, learning situation, and social performance of active members who join the Party. Fill in the "Examination Form for Active Party Members" based on the examination results. The training, education, and inspection period for active members of the Communist Party of China shall be at least one year;

(3) Development target stage

1. For active members who have undergone more than one year of training, education, and inspection and have basically met the requirements for becoming party members, after listening to the opinions of the party group, training contacts, and the masses inside and outside the party, and after discussion and approval by the party branch committee, and reporting to the higher-level party committee for filing, they can be listed as development targets and publicly announced (generally no less than 5 days);

2. Appoint a party member introducer. The Party branch should arrange two full members to serve as introducers to the development targets, explain the basic knowledge of the Party to the development targets, understand the motivation, practical performance and other conditions of the party membership, and guide the development targets to fill in the CPC Volunteer Letter;

3. Political review. The party organization must conduct political review of the development targets, and the review results should form conclusive materials. Those who have not undergone political review or have not passed the political review cannot be promoted to join the Party.

The general materials for political review include: (1) my resume; (2) Questions raised during the political review. Including the time, location, and main plot of the problem. At the same time, it should be stated that what I have confessed is still discovered by the organization or reported by others, and whether the organization has made any conclusions or dealt with it; (3) The results of the investigation. Write clearly the issues that have been clarified through investigation, as well as unresolved issues or doubts; (4) Conclusion. After a comprehensive analysis of the verification results, determine the facts, nature, degree, and personal understanding of the verification issues, and propose opinions on whether it affects their admission to the Party.

The basic method of political review: Party organizations have conversations with development targets themselves, consult relevant archival materials, find relevant units and personnel to understand, and conduct necessary correspondence and external investigations.

The main content of the political review: attitude towards the Party's line, principles, and policies; My political history and performance in major political struggles; The political situation of direct relatives and major social relationships closely related to oneself. Mainly understanding political outlook, profession, political performance, and their relationship with oneself. Non direct relatives who have little or no contact with themselves and have little influence may not be included in the scope of political review.

4. Short term centralized training. Short term centralized training generally lasts for no less than 3 days. Those who have not received training are not allowed to join the Party unless there are some special circumstances.

(4) Probationary party member stage

1. Pre acceptance review. After the Party branch committee reviews and discusses the development target and considers it qualified, it shall be submitted to the grassroots Party committee for preliminary review. The grass-roots party committee shall review within one month, notify the Party branch of the results in writing and issue the CPC Volunteer Letter to the development target.

2. Branch discussion. The pre qualified development targets shall be submitted by the Party branch committee to the branch meeting for discussion within one month. The main procedures for the branch meeting to accept probationary party members are:

(1) Number of attendees: The number of attendees with voting rights must exceed half of the expected number of attendees with voting rights (including written approval from party members who are unable to attend for any reason). The development targets and their party introducers must attend the meeting;

(2) The applicant for joining the Party shall report their understanding of the Party, motivation for joining the Party, personal history, practical performance, family and major social relationships, as well as other issues that need to be explained to the Party organization;

(3) The party introducer introduces the applicant's main situation and expresses their opinions on whether they can join the party;

(4) The branch committee shall report to the branch meeting on the examination of applicants and the solicitation of opinions from both internal and external parties.

The report should generally include: ① the basic information and performance of the applicant. ② Examination of the applicant's political status, immediate family members, and major social relationships Other issues that need to be explained to the branch meeting. ④ Soliciting opinions from the masses both inside and outside the party. ⑤ Review of the applicant's "Party Joining Volunteer Form" and relevant materials;

(5) Attending party members discuss whether the applicant can join the party;

(6) Voting shall be conducted by raising hands or by secret ballot. If the number of affirmative votes exceeds half of the formal party members who should have the right to vote at the meeting (if a party member cannot attend the meeting for some reason and formally submits a written opinion to the branch before the meeting, it should be counted within the number of votes), a decision to accept the applicant as a probationary party member can be made.

The resolution includes the main advantages and disadvantages of applicants for party membership, the number of formal party members who should attend the meeting and have the right to vote, the voting results on whether the applicant can be accepted as a probationary party member (how many votes are in favor, not in favor, and abstaining), and the date of passing the resolution. The party branch shall fill out the resolution of the branch meeting in the "Party Joining Support Letter" and report it to the higher-level party organization in a timely manner.

When discussing two or more people joining the Party, they must discuss and vote one by one.

3. The party branch should promptly submit the relevant materials of the probationary party members who have agreed to receive them to the grassroots party committee for approval;

4. The grassroots party committee designates a dedicated person to have a conversation with the development target, and approves the acceptance of probationary party members within three months, and reports it to the higher-level party committee organization department for record keeping.

(5) Education, investigation, and probationary party member transition stage

1. Oath to join the party. Probationary party members must take an oath facing the party flag;

2. The Party branch shall conduct inspections and education on probationary party members through listening to their own reports, individual conversations, and centralized training, and shall record the inspection results in the "probationary party member inspection form" every three months;

3. Apply for full employment. The probationary period for probationary party members is one year, calculated from the date when they are approved as probationary party members by the branch meeting. Prior to the expiration of the probationary period, the probationary party member shall submit a written application for formal employment to the party branch;

4. Review by the Party branch. The party branch solicits the opinions of party members and the masses, reviews the materials for becoming a probationary party member, and writes out comprehensive evaluation opinions for the probationary period, which are recorded in the "probationary party member evaluation form";

5. After passing the inspection, the party branch shall publicly announce the list of probationary party members who plan to become regular members (generally no less than 5 days);

6. The specific procedures for discussing and voting at the branch party meeting are the same as those for discussing and receiving probationary party members;

7. Approval by the Party Committee. After passing the vote, the party branch shall submit the probationary party member's confirmation materials to the higher-level party committee for approval;

8. After receiving the approval results from the superior party committee, the party branch secretary shall have a conversation with the party member, announce the approval results at the party member meeting, and archive and save the party membership materials;

9. Extend the preparation period. If the probationary period expires, but the probationary party member does not fully meet the conditions and needs further education and investigation, the probationary period may be extended. The extension time shall not be less than six months, and the longest shall not exceed one year. The extension of the probationary period must be discussed and approved by the branch meeting, submitted to the higher-level party organization for approval, and filled in the "Party Joining Volunteer Form";

10. Cancel the qualification of probationary party members. If a probationary party member is unable to fulfill their obligations as a party member during the probationary period, determines that they do not meet the qualifications for a party member, or makes serious mistakes, or after extending the probationary period and undergoing education and inspection, they no longer meet the qualifications for a party member, their qualification as a probationary party member shall be cancelled. Cancelling the qualification of a probationary party member must be discussed and approved by the branch meeting, submitted to the higher-level party organization for approval, and filled in the "Party Joining Volunteer Form".
