(November 29, 2016)

Xi Jinping

Comrades and friends

Today, we gather here to commemorate the 130th anniversary of Comrade Zhu De's birth, to commemorate his immortal achievements in national independence and people's liberation, national prosperity and people's happiness, to commemorate his glorious life of unremitting struggle for the cause of the Party and the people, to learn his noble character and spiritual demeanor, and to inspire the entire Party, army, and people of all ethnic groups to continue to advance the great cause of socialism with Chinese characteristics with confidence.

Comrade Zhu De is a great Marxist, a great proletarian revolutionary, politician, and militarist, one of the main founders of the Chinese People's Liberation Army, the founding father of the People's Republic of China, and an important member of the first generation of the central leadership collective of the Party.

On December 1, 1886, Comrade Zhu De was born into a poor tenant farmer family in Yilong County, Sichuan Province. At that time, China was in a semi colonial and semi feudal society, and the Chinese people suffered unprecedented hardships. Comrade Zhu De, like countless people with lofty ideals, pondered and explored the path of saving the country and the people. As early as his youth, he expressed the lofty aspiration of "those who are responsible for the safety of the motherland, and those who aspire to pay for Feipeng". In 1909, he left his hometown and went to the military academy of Yunnan Army in Kunming to study. Before that, he made the pledge that "the people with lofty ideals and endless hatred will go to the west and east alone. He will join the army and refresh the old style". He joined the Chinese Revolutionary League led by Dr. Sun Yat sen, actively participated in the Revolution of 1911 that overthrew the feudal rule of the Qing Dynasty, participated in the war to protect the country and the law, and became a famous general of the Yunnan Army.

Comrade Zhu De witnessed the warlord melee that plunged the country into a tragic situation of "the bleak winds and winds in the four fields, and the gloomy ghosts and gods in the Central Plains". He realized that the old democratic revolution led by the bourgeoisie could not solve the problem of the Chinese nation's way out. He saw the dawn of hope in the October Revolution in Russia and the May Fourth Movement in China, and resolutely refused the temptation of high officials and generous salaries. He first went to Shanghai and Beijing, and then traveled far across the ocean, persistently searching for the truth of saving the country and the people. In 1922, in Germany, Marx's hometown, Comrade Zhu De joined the CPC, embarked on the revolutionary road, and devoted himself to the lofty cause of communism.

During the New Democratic Revolution, Comrade Zhu De successively served as the Commander in Chief of the Chinese Workers' and Peasants' Red Army, the Commander in Chief of the Eighth Route Army, and the Commander in Chief of the Chinese People's Liberation Army, making outstanding contributions to the independence and liberation of the Chinese nation and the establishment of a new China where the people are the masters of the country. He participated in leading the August 1st Nanchang Uprising and fired the first shot of armed resistance against the reactionary Kuomintang. He led the remaining parts of the Nanchang Uprising Army and the Xiangnan Uprising Agricultural Army to Jinggangshan, and successfully joined forces with the Autumn Harvest Uprising Army on the Hunan Jiangxi Border led by Comrade Mao Zedong, igniting the flames of the Agrarian Revolutionary War. Subsequently, he worked with Comrade Mao Zedong to explore the Chinese revolutionary path of surrounding cities in rural areas and seizing power through armed means. Comrade Zhu De, along with Comrade Mao Zedong and Comrade Zhou Enlai, successively commanded the Red Army to crush the Kuomintang's four "encirclement and suppression" campaigns against the central revolutionary base area, and led the Red Army to carry out the Long March during the strategic transfer.

At the Zunyi Conference, Comrade Zhu De firmly supported Comrade Mao Zedong's correct views and made important contributions to establishing Comrade Mao Zedong's leadership position in the Red Army and the Party Central Committee. He engaged in an uncompromising struggle against Zhang Guotao's erroneous behavior of splitting the Party and the Red Army, uniting the vast number of officers and soldiers of the Red Fourth and Second Front Armies, and achieving the reunion of the three main forces of the Red Army. Comrade Mao Zedong praised Comrade Zhu De for "measuring as big as the sea and having a strong will as steel" in this complex struggle.

After the outbreak of the National War of Resistance Against Japan, Comrade Zhu De wrote the oath that "it is my duty to fight to the death against the Japanese invaders, restore our rivers and mountains, protect our nation, and defend the country". He personally led the Eighth Route Army to cross the Yellow River eastward and set sail to the front line of the North China Anti Japanese War. He resolutely implemented the strategic policy of the Party Central Committee, extensively mobilized the masses, launched the Anti Japanese Guerrilla War, opened up the anti Japanese base in North China, and established an important strategic base to support long-term resistance and win the final victory. In 1940, he arrived in Yan'an and assisted Comrade Mao Zedong in commanding the Anti Japanese War in various base areas throughout the country. In order to overcome the serious economic difficulties in the Shaanxi Gansu Ningxia Border Region, he personally guided the development work of Nanniwan, promoted the mass production movement, and cultivated and advocated the "Nanniwan Spirit". At the Seventh National Congress of the Communist Party of China, he gave a military report titled "On the Battlefield of the Liberated Areas", which systematically summarized the experience of the Party in leading armed struggles, especially the War of Resistance Against Japan, and elaborated in detail on the basic characteristics of the People's War.

During the War of Liberation, Comrade Zhu De participated in formulating a series of major strategic decisions such as "developing northward and defending southward", assisting Comrade Mao Zedong in commanding the military and civilians in the liberated areas to crush the comprehensive and key attacks of the Kuomintang army, achieving victory in the three major battles of Liaoshen, Huaihai, and Pingjin, advancing nationwide, completely defeating the Kuomintang reactionary army, and ushering in the great victory of the New Democratic Revolution.

After the establishment of the People's Republic of China, Comrade Zhu De actively participated in important decision-making of socialist revolution and construction in important positions of the Party, state, and military, making important contributions to the establishment of China's socialist system and the development of various construction undertakings. He participated in and led the socialist transformation and economic construction of our country, and did a lot of foundational work for the Party's disciplinary inspection work. He put forward many important ideas in the revolutionary and regularized construction of the People's Army, and did a lot of effective work for the construction of state power institutions, organizations, and social legal systems.

Comrade Zhu De has made great achievements in the success of the Chinese revolution and the liberation of the Chinese people in his nearly 70 years of revolutionary career. He has also made immortal contributions to the socialist revolution and construction of our country, and is deeply loved and revered by the entire party, army, and people of all ethnic groups. Comrade Mao Zedong praised Comrade Zhu De as "the glory of the people", while Comrade Zhou Enlai praised Comrade Zhu De's revolutionary history as "a milestone in the 20th century Chinese revolution". This is the highest evaluation of Comrade Zhu De by the Party and the people, and Comrade Zhu De deserves it!

Comrades and friends!

In the magnificent historical process of modern China, generations of Communist Party members have united and led the people of all ethnic groups in the country to continue their struggle, enabling the Chinese nation to overcome unprecedented hardships since modern times and usher in the bright prospect of achieving the great rejuvenation of the Chinese nation today. Comrade Zhu De is an outstanding representative of these Communist Party members and a giant star among the shining stars of China's national heroes. The ideological and moral character and spiritual demeanor demonstrated by Comrade Zhu De in his lifelong struggle are precious spiritual assets of the Party and the people.

——We commemorate Comrade Zhu De by learning from his firm belief in pursuing truth and never forgetting his original intention. Comrade Zhu De, who had experienced the failure of the old democratic revolution, realized from his personal experience that the old path was no longer feasible, and only Marxism was the truth in solving the Chinese problem. After establishing the belief in Marxism and the noble ideal of striving for the cause of communism, he never wavered in the face of any difficulties, dangers, and major setbacks. The more critical the situation is, the more steadfast his beliefs become. The Nanchang Uprising troops failed to march south to Chaoshan. Comrade Zhu De's troops were isolated and helpless. He stepped forward, stabilized his army's morale, and firmly stated that darkness is temporary. Those who want revolution must follow me, and the final victory must be ours. In early 1975, at the age of 89, he personally wrote a banner titled "Revolution to the End". In February 1976, he wrote a poem titled "The whole party is united and dares to climb dangerous peaks". Less than two months before his death, he saw the new translation of the Communist Manifesto and, regardless of his age and physical condition, drove to the Central Party School to visit comrades who participated in the translation and exchange their learning experiences on this classic Marxist work.

Don't forget your original intention, only then can you always have it. The belief in Marxism, socialism and communism is the political soul of Communists and the spiritual pillar for them to withstand various tests. Only those with firm ideals and beliefs can persevere and persevere, regardless of wind or rain, fearless of difficulties and dangers, and steadfastly strive to achieve established goals. Today, every Communist Party member must be a firm believer and faithful practitioner of the lofty ideals of communism and the common ideal of socialism with Chinese characteristics, and bravely strive to achieve the "Two Centenary Goals" and the Chinese Dream of the great rejuvenation of the Chinese nation.

——We commemorate Comrade Zhu De to learn from his strong party spirit of infinite loyalty and openness. Comrade Zhu De has been emphasizing the ideological and political construction of the military from the beginning. He led the remaining departments of the Nanchang Uprising to carry out the "Gannan Three Rectifications", established party branches in the army, and achieved comprehensive leadership of the party over the army. As a world-renowned commander-in-chief, he always adheres to the principle that the military must be "unconditionally under the leadership of the Communist Party". On the Long March, Zhang Guotao established a separate "Central Committee" to split the Party and the Red Army. Comrade Zhu De, despite being in danger, stood firm in his righteousness and firmly stated that the Party is a whole and cannot be divided. The actions of the Red Army should be carried out according to the decisions of the Party Central Committee. He also clearly pointed out that the central government can only have one central government, which is the one established by the Zunyi Conference, and the establishment of a central government is illegal and cannot be allowed. Comrade Zhu De places great importance on the cause of the Party and the people, as well as the overall situation of the Party and the country, firmly upholds the authority of the Party Central Committee, and proposes that "all revolutionaries who are loyal to the cause of communism must regard maintaining the unity and unity of the Party as their most important task". He strictly abides by the political discipline and rules of the Party, holds a firm stance on major principles, distinguishes right from wrong, and dares to struggle. He never takes pride in his achievements and never cares about personal gains and losses. He believes that "as Communists, we should have a broad mind and a grand magnanimity. We should demand ourselves to be stricter than others, and those who have made contributions should be attributed to the masses first. Those who have made mistakes should be brave enough to take responsibility. The saying goes, 'Good things belong to others, and mistakes belong to ourselves'.

Party spirit is ultimately a matter of stance. Party spirit is the cornerstone for party members and cadres to establish themselves, their careers, their opinions, and their virtues. What determines a person's character, and what determines a party member's party spirit. Party spirit cannot naturally enhance with the increase of party age, nor can it naturally enhance with the promotion of positions. It must be continuously strengthened through strict internal party life training. Today, all Party members must bear in mind that their primary identity is that of a Communist Party member. They must always work together with the Party, firmly establish and consciously strengthen their political awareness, overall situation awareness, core awareness, and alignment awareness, and always maintain a high degree of consistency with the Party Central Committee in terms of ideology, politics, and actions. They must be loyal to the Party, share worries for the Party, take responsibility for the Party, and fulfill their responsibilities for the Party, and do their best to complete the responsibilities and tasks assigned by the Party.

——We commemorate Comrade Zhu De by learning his practical and pragmatic thinking methods. Comrade Zhu De insists on combining the basic principles of Marxism with the specific realities of China's revolution and construction, and solving problems from a practical perspective. The sixteen character formula that he and Comrade Mao Zedong jointly summarized as "the enemy advances and we retreat, the enemy stays and we disturb, the enemy is tired and we fight, and the enemy retreats and we pursue" is the basic principle of guerrilla tactics summarized from the actual situation of China's revolutionary war. After the establishment of the People's Republic of China, in the early 1960s, he explicitly proposed: "To see that no country in the world has truly built socialism, we need to find a path for China's own construction of socialism." To explore this path, he often conducted in-depth investigations and research at the practical and grassroots levels. From 1951 to 1966, he submitted 108 research reports reflecting the actual situation of various industries to the Party Central Committee, of which 98 were personally led by him. His viewpoint of paying attention to the development of handicrafts and diversified agriculture has become an important experience in socialist construction. He proposed earlier that the development of the national defense industry should follow the path of "military civilian integration, peacetime and wartime integration". In the early 1960s, during the national economic adjustment, his views on suspending rural public canteens, restoring rural free markets, and adjusting the management system of rural people's communes all had important guiding significance. He emphasized that the basic tasks of the Party's disciplinary inspection work after taking office are to protect production, consolidate and purify the Party's organization, consolidate the connection between the Party and the masses, and ensure the concentration and unity of the Party. This pointed out the direction for the Party's disciplinary inspection work to adapt to the requirements of long-term governance. Comrade Zhu De's insightful insights are all the crystallization of seeking truth from facts.

Seeking truth from facts is the essence of Marxism and an important ideological method for us Communists. All our past achievements have relied on seeking truth from facts. Today, if we want to continue advancing the cause of socialism with Chinese characteristics, we still need to rely on seeking truth from facts. All Party members must adhere to the principles of emancipating the mind, seeking truth from facts, keeping up with the times, and be ready to uphold truth and correct mistakes at all times. Whatever is beneficial to the cause of the Party and the people, we must resolutely work, work hard, and work tirelessly; Whatever is detrimental to the cause of the Party and the people, we must resolutely, thoroughly, and without delay, continuously create new prospects for the development of our cause, and continuously open up new horizons for the development of Marxism.

——We commemorate Comrade Zhu De by learning from his public servant sentiment of caring for the people and being hardworking and simple. Comrade Zhu De wrote a poem praising the liberated areas led by our party for "seeing only public servants but not officials". He himself is a model of public servants for the people. After the outbreak of the National War of Resistance Against Japanese Aggression, he wrote in a letter to his relatives, "Although I am 52 years old and still in good health, I am determined to give up everything and fight against the enemy for the sake of the country and the nation." "Those who hope to be promoted and wealthy should never come to our place. If they want to love their country and sacrifice all those who can endure hardship, they can come as many as possible." His mother, who is in her 80s and lives are very difficult, had to write a letter to his old classmate for help, In his letter, he said, "I haven't had a penny for decades, and I'm coming soon. As a friend, I'm raising 200 yuan in Chinese coins from you." The commander of the Eighth Route Army, who has achieved outstanding military achievements, is so poor and honest, which is truly admirable! After the establishment of the People's Republic of China, Comrade Zhu De kept the safety and well-being of the people in his heart, and lived diligently, frugally, honestly, and honestly, maintaining his simple nature. He emphasized, "All our strength comes from the masses, and all methods are created by the masses

The people's stance is the fundamental political stance of the Party, and serving the people wholeheartedly is the fundamental purpose of the Party. The Party and the people are in the same boat and live and die together, which is the fundamental guarantee for the Party to overcome all difficulties and risks. Being one with the people is an important guarantee for us to always maintain our work style of hard work and simplicity. Today, all Party members, regardless of their positions, must regard the people's support or disapproval, approval or disapproval, joy or displeasure, and promise or disapproval as the fundamental criteria for measuring the gains and losses of all work. Our work and decision-making must be aware of the people's sentiments, grounded in the people's interests, and mindful of their expectations. We must sincerely listen to the voices of the people, truly reflect their wishes, and genuinely care about their suffering. We must persist in shifting the focus of our work downward, delving deeper into reality, grassroots, and the masses, so as to understand the people's situation, alleviate their worries, alleviate their grievances, and warm their hearts. We must do more good deeds that satisfy the people, fully mobilize the enthusiasm, initiative, and creativity of the people, and ensure that our Party always has an inexhaustible source of strength.

——We commemorate Comrade Zhu De by learning from his lifelong spirit of learning and moving forward. Comrade Zhu De has gone through several historical periods including the old democratic revolution, the new democratic revolution, the socialist revolution, and socialist construction, and has always stood at the forefront of the times. He often inspires himself with the phrase 'revolution is old, learning is old, and transformation is old', and uses an ancient Chinese saying 'living is old, learning is old, and there are still three parts that cannot be learned' to encourage his comrades around him. He emphasized that 'without learning, one will fall behind and cannot move forward with society'. During the Yan'an period, in order to encourage cadres to study, the Central Committee of the Communist Party of China established Marx's birthday on May 5th as the "Cadre Study Festival", and he was named the "Model Student" of the first study festival. In the mid-1960s, Comrade Zhu De was already 80 years old and persisted in studying 32 Marxist Leninist works that were stipulated by the Party Central Committee. He not only values the study of textbook knowledge, but also values learning from the masses in practice. He said, "The most important essence of Marxism Leninism is to connect with the masses and learn from them.

Our party has always attached great importance to the learning of leading cadres. I have said that China should always be a great country for learning. In today's era, knowledge updates are constantly accelerating, and various new knowledge, situations, and things are emerging endlessly. The world is advancing, society is advancing, and life is changing. We must keep up with the pace of history. In the current rapidly changing situation, if we don't move forward, we will either retreat or fall behind. Today, the entire Party must have a correct understanding and properly handle the new situations and problems that have constantly emerged since China's development, continuously enhance our own abilities, not only apply the knowledge we have learned to practice, but also grow our new problem-solving skills in practice. Firstly, we must study Marxism seriously, which is our ability to do all work well. By learning and mastering Marxist positions, viewpoints, and methods, one should improve their strategic thinking ability, comprehensive decision-making ability, and overall ability, achieve unity of knowledge and action, enhance the scientificity, foresight, and initiative of work, and avoid falling into the dilemma of being lost due to lack of knowledge, blind due to ignorance, and chaotic due to ignorance. All Party comrades, especially leading cadres at all levels, should have a sense of urgency to strengthen their learning. They should combine their own work, learn the Party's line, principles, policies, and national laws and regulations, and learn knowledge in various fields such as economy, politics, history, culture, society, science and technology, military, diplomacy, etc. We rely on learning to reach today, and we must also rely on learning to reach the future.

Comrades and friends!

Comrade Zhu De has been away from us for a full 40 years. Realizing the great rejuvenation of the Chinese nation is the lifelong goal pursued by older revolutionaries such as Comrade Zhu De and millions of revolutionary predecessors. The entire Party, army, and people of all ethnic groups in the country should unite more closely around the Party Central Committee, work together, forge ahead with determination, and strive tenaciously to continue to advance the great cause created by revolutionary predecessors, and strive to create a more brilliant tomorrow!
