The Communist Youth League of China is a mass organization of advanced youth with a glorious history and revolutionary tradition created and led by the CPC, a school for young people to learn communism in practice, and an assistant and reserve force of the CPC. Since its birth, under the leadership of the CPC, the leadership of Mao Zedong, Deng Xiaoping and Jiang Zemin and the cordial care of the older generation of proletarian revolutionaries, the Communist Youth League of China has continued to grow, united and led the youth of all ethnic groups in the country, always stood in the forefront of revolution and construction, established and consolidated the socialist system, and developed the socialist economy, politics In the process of culture, it has played the role of a new force and assault team, cultivating and transporting a large number of new forces and work backbone for the Party. Over the past 80 years, the Chinese Communist Youth League has gone through a glorious journey.

1、 In the stage of the New Democratic Revolution led by the Party

The 20th century was an unforgettable period for Chinese people, especially the history of the early stages of this century, which deeply engraved the hearts of every Chinese blooded child. At that time, the humiliation of the invading armies of eight countries ravaging the capital and the accompanying crisis of national subjugation and extinction weighed heavily on the hearts of the Chinese people. Although the 1911 Revolution brought a glimmer of light to China, which was plagued by danger, it was quickly submerged in the smoke of warlord warfare. The Chinese people, who were deeply affected by the disaster, could only carry three mountains and stumble forward in the long night.  

The gunfire of the October Revolution brought light to the Chinese people; The introduction of Marxism has given the Chinese people a new ideological arm. With the founding of the CPC, Chinese youth stood at the forefront of the struggle of the times with an unprecedented attitude.

On May 4, 1919, the shouts in front of Tiananmen Square shocked the land of China, and the great fire of the Zhao Family Tower illuminated the eastern sky of the world. With the arrival of a new era in history, a stirring melody of youth has begun to play on the stage of Chinese society.

A group of relatively young left-wing backbone members in the May Fourth Movement, under the guidance of Marxism, not only raised the scientific and democratic banner of the May Fourth Movement, but also endowed them with new and more profound content. They actively participated in the mass struggle, promoting the widespread dissemination of Marxism and closely integrating it with the Chinese workers' movement. The national liberation movement in China has entered a new era.

In August 1920, with the help of the Communist International, Shanghai, the central city with the densest working class in China, was the first to establish a communist group. In the preparation process of the early organization of this party, the initiators of the Communist Party, such as Li Dazhao and Chen Duxiu, paid great attention to the development of the Chinese youth movement and the cultivation and selection of probationary party members among the youth. Therefore, as soon as the Shanghai Communist Group was established, Chen Duxiu appointed the youngest member of the group, Yu Xiusong, to form the Socialist Youth League. On August 22nd, the Shanghai Socialist Youth League was officially initiated and established by 8 members including Yu Xiusong and Shi Cuntong. Yu Xiusong served as the secretary of China's first local youth league organization, and the organization of the league was located in Xiafei, an ordinary residential area in the French Concession of Shanghai at that time

After the early organization of the Shanghai Youth League was established, from the autumn of 1920 to the spring of 1921, revolutionary youth from Beijing, Wuhan, Guangzhou, Changsha, and other places, under the leadership of Li Dazhao, Dong Biwu, Tan Pingshan, Mao Zedong, and others, also established the early organization of the socialist youth league in the local area. At that time, the activities of the Party were secret, while the activities of the Youth League could be public or semi public. Therefore, under the leadership of the local communist group, these early organizations of the Communist Youth League carried out revolutionary work in an open or semi open manner, specifically implementing the various work tasks decided by the Party organization, actively developing the Party and Youth League organizations, promoting Marxist viewpoints and various Party propositions to the general public, and vigorously promoting the development of the Chinese National Liberation Movement.  

In July 1921, the CPC was officially established, which brought light and hope to the Chinese people in the midst of disasters. She is like a shining lighthouse, pointing out the path of struggle for the Chinese people.

As soon as the CPC was founded, it immediately studied the establishment and development of the socialist youth league in various places, took it as a preparatory school for the Party, and sent many Party members to strengthen the leadership of the early organizations of the local youth league. At that time, Zhang Tailei, who represented the CPC and the Youth League at the Third Congress of the Communist International and the Second Congress of the Youth Communist International, returned from Moscow. He brought back the instructions from the Youth Communist International regarding the establishment of the Chinese Youth League organization. The Central Bureau of the Communist Party of China immediately decided to have Zhang Tailei and others lead the formal establishment of the Youth League.

The guidance, help and care of the CPC have promoted the League building work. From November 1921 to May 1922, local youth league organizations were established in 17 cities across the country, with a total of over 5000 members.

At a time when youth organizations in China were rapidly developing, there was also a group of young Chinese people in Europe who left their homes to save their motherland and lived in foreign countries in search of truth. The common aspiration brought them together, and the common aspiration made them raise the banner of youth. They established the "Communist Youth League of China in Europe" in France and immediately requested to join the Chinese Socialist Youth League upon learning that the domestic youth league organization was officially established. Among them are the older generation of proletarian revolutionaries known to contemporary people, such as Zhou Enlai and Deng Xiaoping.

On May 5, 1922, it was the 104th anniversary of the birth of the proletarian revolutionary mentor Marx. On this day, the first National Congress of the Chinese Socialist Youth League was grandly opened in Dongyuan, Guangzhou. The total number of representatives and guests attending the opening ceremony of the conference reached over 1500. Communist Party leader Chen Duxiu and representative of the Youth Communist International Darin delivered speeches at the opening ceremony. The conference lasted for 6 days, held 8 meetings, and successfully concluded on May 10th. The meeting completed the creation of the Youth League, passed its "Program" and "Constitution", and unanimously resolved that the Chinese Socialist Youth League join the Youth Communist International. The meeting elected Gao Shangde (Gao Junyu), Fang Guochang (Shi Cuntong), Zhang Chunnian (Zhang Tailei), Cai Hesen, and Yu Xiusong as members of the Central Executive Committee of the Youth League. Fang Guochang was elected as the Secretary by the Central Executive Committee of the Communist Youth League. At this point, the youth league organizations in China have achieved complete ideological and organizational unity, and the Chinese youth movement has since had its own core.

At the first session of the Youth League, the Chinese workers' movement had already reached its first climax. Therefore, after the Youth League was officially established, it immediately led members and young people from all over the country to actively participate in the workers' movement. In the famous Anyuan Road and Mining Workers' Strikes and the 27th National Strikes, young League members and youth always stood at the forefront of the struggle, while Huang Ai and Pang Renquan were the earliest martyrs who sacrificed themselves to the workers' movement during the New Democratic Revolution. The climax of the Chinese workers' movement was baptized by the Chinese Youth League, and the organization of the Chinese Youth League grew during the climax of the workers' movement.

In June 1923, the Third National Congress of the Communist Party of China established the policy of cooperation between the Kuomintang and the Communist Party of China. The Youth League immediately held the Second National Congress of the Chinese Socialist Youth League in Nanjing from August 20th to 25th. The Congress clearly announced that it would firmly support the policy of establishing a united front set by the Third National Congress of the Communist Party of China, and the Youth League would work hard to assist the CPC in promoting the national revolutionary movement. After the closing of the conference, the Youth League, under the leadership of the Party, actively led its members and youth to participate in the restructuring work of the Kuomintang, and selected members and young Communist Party members to study at the Huangpu Military Academy and the Farmers' Training Institute. In May 1924, the first phase of the Huangpu Military Academy began, with 1/10 of the over 500 students being members of the Youth League or Communist Party. Zhou Enlai, who was once the secretary of the Youth League in Europe and was only 27 years old, served as the director of the political department at Huangpu Military Academy. The students at the Guangzhou Farmers' Movement Seminar, chaired by Peng Pai and Mao Zedong, are all young people aged 18 to 28, many of whom are members of the Youth League or Communist Party.

The implementation of the united front policy led to the rapid rise of the mass revolutionary movement, which was in a low state after the July 27 strike. In response to the needs of the revolutionary struggle, the Central Committee of the Youth League established the official publication "China Youth" weekly in October 1923. Yun Daiying, the pioneer and mentor of the Chinese youth movement, was the main host and contributor of the editorial department of the magazine at that time. During the Great Revolution, China Youth Weekly became the main battlefield for the Party and Youth League organizations to expand Marxist propaganda and fight against various erroneous ideological trends, and was therefore deeply loved by the vast number of revolutionary youth, known as a good teacher and beneficial friend.

The wave of the Great Revolution is surging, and the revolutionary situation is developing rapidly. The era has given the Youth League a new solemn mission. In order to live up to the great trust of the times, the Chinese Socialist Youth League held its third National Congress in Shanghai from January 26 to 30, 1925. The conference was held on the the fourth day after the closing of the Fourth National Congress of the Communist Party of China. The Resolution on Youth Movement passed by the Fourth National Congress of the Communist Party of China made important ideological and theoretical preparations for the conference. The main task of this meeting is to implement the spirit of the Fourth National Congress of the Communist Party of China and mobilize the entire delegation to prepare for the climax of the Chinese revolution. The conference issued the "Declaration of the General Assembly". In this Declaration, the Youth League solemnly declares that we have decided to no longer use the previously inappropriate name of the 'Socialist Youth League', and the Youth League will officially be renamed as the 'Communist Youth League of China'; Communism is the most terrifying term among imperialism, warlords, and all counter revolutionaries. We should bravely reveal the true face of our communists and make them tremble in front of us

Shortly after the conclusion of the Third National Congress of the Communist Youth League, the climax of the Great Revolution, which began with the May 30th Movement, quickly formed, and a great struggle between the Chinese people and imperialism and their lackey feudal warlords began.

In Shanghai, the birthplace of the May 30th Movement, when the young worker and Communist Party member Gu Zhenghong was shot and killed by Japanese capitalists, the Communist Youth League immediately took action, actively mobilizing students from universities and high schools to carry out street propaganda and fundraising activities, giving speeches on the truth about Gu Zhenghong's murder, and exposing the atrocities of imperialism. After the May 30th Massacre, the Communist Youth League, under the direct leadership of the Central Committee of the Communist Party of China and through the National Student Union, quickly launched a large-scale anti imperialist struggle in various parts of the country, making important contributions to the rise and development of the May 30th Movement.

The storm of the May 30th Movement shook the central region of feudal warlord rule - northern China. Under the planning of British and Japanese imperialism, warlord forces of different factions colluded to attack the people's revolutionary forces for common interests. The imperialist army also actively cooperated with it and launched armed provocations in the northern region. In protest against the atrocities of imperialism and feudal warlords, under the leadership of the Northern District Committee of the Communist Party of China, people from all walks of life in Beijing gathered and petitioned. The Communist Youth League organization in Beijing led its members and youth to actively cooperate, and bravely participated in the struggle without fear of violence. In what Lu Xun referred to as the "darkest day since the Republic of China" - the tragedy that occurred on March 18, 1926, 32 young people, including Liu Hezhen and Yang Dequn, who participated in the parade and petition, died, including 6 members of the Communist Youth League.

In the May 30th Movement and the March 18th Struggle, the martyrs educated the people of the whole country with their blood, and defeated imperialism and its lackeys with revolutionary arms as a common voice among the people of the whole country. In May 1926, the Ye Ting Independent Regiment, led by Communist Party members and members of the Communist Youth League, set out for the expedition. On July 9th, the National Revolutionary Army officially launched the Northern Expedition, burying the rule of the Beiyang warlords in a decisive battle that was sweeping away the enemy and destroying them. The Communist Youth League organizations in various regions led young people to participate in and support the Northern Expedition Army, and wrote a magnificent chapter in the history of Chinese youth movement with countless glorious achievements.

At a time when the Northern Expedition was victorious and the mass movement of workers and peasants was rapidly rising, on April 12, 1927, the right-wing Kuomintang represented by Chiang Kai shek launched a counter revolutionary coup. For a moment, darkness replaced light, and the land of China was shrouded in "white terror". In the south, the Kuomintang's right-wing faction carried out large-scale hunting and killing of Communist Party members, Communist Youth League members, and revolutionary masses; In the north, the Fengshi warlord Zhang Zuolin hunted and killed a large number of Communists and revolutionary masses. On April 28, Li Dazhao, one of the main founders of the CPC, died in Beijing. The Great Revolution suffered serious setbacks.

In such a crisis situation, the Fourth National Congress of the Communist Youth League of China was held in Wuhan from May 10th to 16th. The congress strongly condemned Chiang Kai shek's crime of betraying the revolution, The solemn declaration states: "At present, the revolutionary movement has entered a very serious period, and we need to fight the final battle against the enemy!... The assembly seriously instructs all members of the Youth League to bravely join the oppressed young people of the whole country in a more systematic and courageous battle under the flags of trade unions, peasant associations, and student associations! We hold high the red flag of Leninism and march forward on the path of the dead for the Chinese revolution, At the critical moment of the Chinese revolution, the Communist Youth League of China was not intimidated by the massacre of reactionaries. It will firmly follow the Communist Party and become its loyal assistant.

After the meeting, the Central Committee of the Communist Youth League, with Ren Bishi as the core, insisted on fighting against Chen Duxiu's right opportunistic mistakes in order to maintain the correct leadership of the Party over the Chinese revolution. This is a special contribution made by the Communist Youth League to the Chinese revolution and the cause of the Party under special historical conditions. The historical achievements of the Communist Youth League were praised at the later Sixth National Congress of the Communist Party of China.

On August 1, 1927, the CPC launched and led the Nanchang Uprising, firing the first shot at the reactionaries. On August 7th, the Central Committee of the Communist Party of China secretly held an emergency meeting in Hankou, Hubei, known as the August 7th Meeting, correcting right-wing errors and determining the general policy of carrying out armed struggle and land revolution. Representatives of the Communist Youth League attended this important meeting. On August 12th, in order to implement the spirit of the August 7th Conference, the Communist Youth League held a meeting of all central committee members stationed in Hankou. The meeting decided that the entire delegation should resolutely implement the general policy determined by the Party at the August 7th Conference, bravely shoulder the historical mission entrusted by the times, and assist the Party in carrying out armed struggle work.

The failure of the Great Revolution brought enormous difficulties to the work of the Communist Youth League. Some local youth organizations, due to temporarily unable to find a direction for work, developed erroneous tendencies of abolitionism and avant-garde ideology within the league. In addition, the blind movement tendency within the party at that time had a negative impact on the work of the Communist Youth League. Under the care and leadership of the Party, the Central Committee of the Communist Youth League promptly and properly solved these problems, leading its members and youth to actively participate in the armed uprising and the struggle to create revolutionary base areas. 

After Mao Zedong led the Autumn Harvest Uprising Team into Jinggangshan and joined forces with the Nanchang Uprising Team led by Zhu De to create the Jinggangshan Revolutionary Base, the only correct choice for the CPC to fight against the persecution and massacre of the Kuomintang Rightists was to encircle the cities with rural areas and win the revolutionary victory. The towering Jinggangshan Mountains have become the cradle of the victory of the Chinese revolution.

Under the unified leadership of the Party, Communist Youth League organizations in various regions led their members and young people to bravely join the ranks of fighting to create revolutionary base areas, and the flag of youth was also raised high in various revolutionary base areas.

From June to July 1928, the CPC, with the help of the Comintern, successfully held the sixth National Congress in Moscow. In order to implement the spirit of the Sixth National Congress of the Communist Party of China more quickly and comprehensively summarize the work of the Communist Youth League after the failure of the Great Revolution, the Chinese Communist Youth League held its fifth National Congress in Moscow from July 12 to 16, 1928. The conference formulated the work guidelines and tasks of the Communist Youth League of China based on the relevant resolutions of the Sixth National Congress of the Communist Party of China and the actual work of the Communist Youth League of China. It passed 7 resolutions, the "Outline of Work" for the League in the revolutionary base areas, and a new "League Constitution". The Fifth Central Committee of the Communist Youth League, elected by the General Assembly, elected Guan Xiangying as the Secretary of the Central Committee of the League.

After the convening of the Fifth National Congress of the Communist Youth League, the organization gradually achieved a fundamental transformation in its work policy. From then on, the work of the Youth League began to adapt to the requirements of the land revolution and the task of creating revolutionary base areas, and embarked on a healthy development path again.

After the Fifth National Congress of the Communist Youth League, the youth movement led by the student movement became increasingly active in the Kuomintang ruled areas, and the organization of the Communist Youth League also quickly recovered and developed; In the revolutionary base areas, with the expansion of the region, the Communist Youth League organization also rapidly grew. By October 1930, the number of members in the base areas reached 100000, and the youth semi armed organization directly led by the Communist Youth League, the Young Pioneers, also developed rapidly. The number of Young Pioneers reached 800000 at its peak. The Young Pioneers in the base areas have received high attention from the Communist Party, and the leader of the Party Central Committee, Zhou Enlai, personally served as the general party representative of the Young Pioneers.

At a time when the revolutionary situation in China was rapidly developing, Japanese imperialism launched the September 18th Incident in an attempt to turn China into a colony of Japan. At a time of national crisis, the Kuomintang Chiang Kai shek regime pursued a compromise and traitorous policy of "pacifying the domestic before resisting foreign aggression", brutally suppressing the Chinese revolution, and crazily "besieging and suppressing" revolutionary base areas; Due to the dominance of the "Left" adventurism represented by Wang Ming within the Communist Party, the Provisional Central Committee of the Communist Party of China not only failed to correctly understand and handle these issues, but also implemented a series of adventurist and closed door policies and measures; So it caused significant losses to the revolutionary forces in the Kuomintang ruled areas. After successfully crushing the Kuomintang army's four "encirclement and suppression" campaigns, the central revolutionary base will face a new test of counterattack "encirclement and suppression".

In the first four anti "encirclement and suppression" struggles in the revolutionary base areas, the Communist Youth League organization played the role of vanguard and capable assistant. The Youth League organizations in various base areas actively organize young people to join the army and participate in war, develop production, break the blockade, support the front line, and become heroic assault teams for various aspects of work in the base areas. The "International Division of the Communist Party of China" established in August 1933 has made the Communist Youth League shine in history with its glorious achievements. The "Communist Youth League Saturday" has left a glorious tradition for the Communist Youth League with its solid achievements in supporting the army and developing production.

However, the "Left" deviation led to the failure of the fifth anti "encirclement and suppression" campaign, and the Chinese revolution lost its support in the base areas. The Chinese Workers' and Peasants' Red Army had to embark on a long journey of 25000 miles. When the Red Army left the base area and began the Long March, the cadres of the Central Bureau of the Communist Youth League were all incorporated into the army, responsible for the work of the people and the ideological and political work of the army. On the Long March, whenever encountering difficulties and obstacles, Communist Youth League members always stood up together with Communist Party members to undertake arduous tasks. The Zunyi Conference held in January 1935 saved the CPC, the Chinese Workers' and Peasants' Red Army, and the Chinese revolution. The majority of the Communist Youth League members enthusiastically supported the resolutions of the Zunyi Conference and followed the CPC Central Committee on a new revolutionary journey. Under the leadership of the Central Committee of the Communist Party of China, Red Army officers and soldiers at all levels, with their indomitable spirit of perseverance and unwavering belief in victory, and with their astonishing intelligence and perseverance, broke through the pursuit of heavy Nationalist troops, overcame the natural obstacles of snowy mountains and grasslands, endured the torment of hunger and cold, and overcame the crisis of internal division within the party. They successfully completed a great strategic transfer and arrived at the revolutionary base in northern Shaanxi in October 1935. Shortly after the arrival of the Central Red Army in northern Shaanxi, with the care of the Party Central Committee, the Central Bureau of the Communist Youth League quickly resumed work in November.

Before the arrival of the Central Red Army in northern Shaanxi, in accordance with the requirements of the world's anti fascist struggle, the Communist International proposed the task of establishing a world anti fascist united front to the communist movement around the world in July 1935. Following this spirit, the Youth Communist International immediately made a decision to transform the Communist Youth League organizations of various countries. On August 1, 1935, the Chinese Communist Party's delegation to the Communist International drafted the "August 1 Declaration" in the name of the Provisional Central Government of the Chinese Soviet Republic and the Central Committee of the Communist Party of China, which was soon publicly released. After its dissemination in China, this' Declaration 'was welcomed by the people from all walks of life. Encouraged by the victory of the Red Army's Long March and inspired by the August 1st Declaration, the Beiping Communist Youth League, in collaboration with the Beiping Party organization and through the Beiping Student Union, successfully launched the 129th Movement on December 9, 1935, sounding the horn of resistance against Japan and national salvation throughout the country. The young anti Japanese and national salvation organization born in this struggle, the Chinese National Liberation Vanguard, provided a model for the transformation of the Chinese Communist Youth League.

At the enlarged meeting of the Party's Political Bureau held in Wayaobao, northern Shaanxi from December 17 to 25, 1935, the Central Committee of the Party made it clear that establishing the Anti Japanese National United Front was the basic strategic task of the Party. After the meeting, practical measures were taken to promote the increasingly high anti Japanese national salvation movement, which quickly led to significant changes in the domestic situation. In the context of stopping the civil war, increasing calls for united resistance against Japan, and deepening the development of united front work, in order to promote the Communist Youth League to better adapt to the development requirements of this new situation, the Central Committee of the Communist Party of China issued the "Decision on Youth Work" on November 1, 1936, requiring the Communist Youth League to carry out fundamental transformation of its own organization, transforming it from an advanced youth organization of the proletariat to a mass organization of anti Japanese youth. The Communist Youth League immediately carried out the work of establishing the Youth Salvation Association from bottom to top in the northwest base area in accordance with the requirements of this Decision.

From April 12 to 17, 1937, the First National Salvation Congress of Northwest Youth was held in Yan'an, and the Northwest Youth Salvation Federation, chaired by Feng Wenbin, was officially established. After the beginning of the Comprehensive Anti Japanese War, various anti Japanese base areas under the leadership of the Communist Party generally established Youth Salvation Association organizations. In the Kuomintang ruled and occupied areas, the transformation work of the Communist Youth League was not finally completed until the outbreak of the Comprehensive Anti Japanese War. The Communist Youth League organizations in these regions have gradually been replaced by various forms and names of youth salvation organizations, and have taken on the task of leading the youth in these regions to carry out anti Japanese work.

In various anti Japanese base areas, the widely established Youth Salvation Association, under the leadership of the Communist Party, leads young people to participate in various aspects of the anti Japanese guerrilla war, develop production, participate in the construction of democratic political power and cultural construction in the base areas, and play an important role as a new force, making young people an important front army to complete various tasks of the anti Japanese war. Various young anti Japanese armed forces are active in various anti Japanese base areas behind the enemy lines, such as the Young Anti Japanese Vanguard (referred to as the "Young Anti Japanese Vanguard"), anti Japanese youth teams, and youth guerrilla groups. They actively cooperated with regular troops to carry out guerrilla warfare and dealt heavy blows to the aggressors. Youth is also an important force in the construction of political power in the base areas. According to statistics from 6 counties in the Jin Cha Ji base area, young people account for 34.8% of district level senators, 37.8% of county level senators, and 40.8% of county leaders, which is evident. In the cultural construction of the anti Japanese base areas, young people are an active force. Under the organization and leadership of the Youth Rescue Association, a large number of young people have organized yangko teams, opera troupes, literacy classes, etc., effectively promoting the development of cultural work in the base areas. The Anwu Youth Training Class and Mao Zedong Youth Cadre School established by the Youth Rescue Association have become melting pots for cultivating young cadres. On May 4, 1939, Mao Zedong gave a famous speech titled "The Direction of Youth Movement", which highly praised the youth work in the anti Japanese base areas. At the same time, he scientifically expounded and summarized the direction of China's youth movement.

In the Kuomintang ruled and occupied areas, the work of young anti Japanese and national salvation organizations was subject to various restrictions and even suppression, and the working environment was extremely harsh. However, under the leadership of the Communist Party, members of these organizations adopted flexible and flexible methods to carry out anti Japanese and national salvation activities, widely united young people from all walks of life, expanded the influence of the anti Japanese national united front, and resolutely fought against various behaviors and propositions that undermined unity and resistance, The fierce struggle between the puppet regime and the armed forces on the same day made important contributions to winning the final victory of the Anti Japanese War.

During the entire period of the Anti Japanese War, although the Communist Youth League organization was reformed, the work of youth work and youth organizations under the leadership of the Party did not stop. Through the practice of leading young anti Japanese and national salvation organizations during this period, the Party accumulated rich experience in mass work, greatly enriched the work theory and guiding ideology of the Youth League, and laid a solid foundation for the further development of the Youth League organization in the future.

The broad masses of youth and other people from all walks of life in the country were closely united under the banner of the Anti Japanese National United Front advocated by the CPC. After eight years of arduous struggle, the victory of the Anti Japanese War was finally ushered in in August 1945. However, the victory of the War of Resistance Against Japan only brought a brief peace to China, which was deeply affected by disasters. Mao Zedong personally went to Chongqing to sign the "Double Ten Agreement" with Chiang Kai shek before the ink was dry. With the support of the United States, the Nationalist government of Chiang Kai shek launched an anti people civil war. Starting from late June 1946, the decisive battle that determined the fate of the Chinese nation began, marked by the Nationalist army's large-scale attack on the liberated areas led by the Communist Party.

The new historical mission has once again called on Chinese youth, and the CPC has also placed great hopes on Chinese youth. Therefore, on August 26 and September 13, 1946, the Secretariat of the Central Committee of the Communist Party of China held two working meetings specifically to discuss the issue of establishing the Youth League, and ultimately reached a consensus. Through pilot projects, experience was gained, and a unified and nationwide Youth League organization was established according to the requirements of the revolutionary situation and tasks in China. After the meeting, under the leadership of Ren Bishi, Secretary of the Secretariat of the Central Committee of the Communist Party of China, the "Proposal of the Central Committee of the Communist Party of China on Establishing a Democratic Youth League" was drafted and issued to various liberated areas on December 5, 1946.

Before this proposal was issued to the liberated areas, starting from late September 1946, the Youth Committee of the Communist Party of China Central Committee, in accordance with the spirit of the Central Secretariat Working Conference, carried out experimental Youth League building work in Yan'an area. After October 1946, the first rural youth league branch of the National Reconstruction Youth League was born in Fengzhuang, Yan'an; The first factory Youth League branch of the National Reconstruction Youth League was established at the Yan'an Fengzu Matchmaker Factory; The first school Youth League branch of the National Reconstruction Youth League was born at Xingzhi Middle School in Yan'an, which was also the first Youth League branch in the People's Liberation Army. The successful trial construction of the Youth League in Yan'an area has promoted the trial construction work of the Youth League in various liberated areas. With the official issuance of the "Proposal for the Establishment of Youth League", efforts have been made to select and test the construction of youth leagues in various liberated areas. The Jingou Guanzhuang Youth League Branch in Junan County, Shandong Province, officially established on December 24, 1946, was the first Youth League branch for the reconstruction of the Youth League in Shandong Province, and also the earliest Youth League branch that emerged in the trial construction of the Youth League in the liberated areas.

Before and after the outbreak of the People's Liberation War, due to the strong desire and demand of all strata of the people in the Kuomintang ruled areas to establish an independent, unified, free, and prosperous China, a massive patriotic and democratic movement broke out in the Kuomintang ruled areas. In December 1946, a protest against the atrocities committed by the US military broke out in Kunming, Yunnan Province, following the December 1, 1945, when the student masses led the anti civil war and anti democracy movement, The anti hunger and anti civil war movements that broke out in May 1947 were outstanding representatives of such mass movements. With the continuous victory of the military civilian self-defense war in the liberated areas and the development of the People's Liberation War, these mass movements have gradually formed a second front to cooperate with the People's Liberation War. In the process of the occurrence and development of these mass movements, some progressive youth organizations such as the Democratic Youth Alliance, the New Democratic Youth Society, and the Democratic Youth Association, which were influenced or led by the Communist Party, have developed and strengthened. Therefore, although there was no trial construction of the Youth League in the Kuomintang ruled areas, the practice of struggle laid the foundation for the establishment of the Youth League organization and made preparations in all aspects.

In July 1947, the People's Liberation War began to see a new situation where the People's Army turned into a strategic offensive. The Central Committee of the Communist Party of China held a national land conference in Xibaipo Village, Pingshan County, Hebei Province from July to September to promote the further development of the land reform movement in the liberated areas. At the Land Conference and the accompanying National Conference of Youth Work Representatives in Liberated Areas, Liu Shaoqi, Secretary of the Secretariat of the Communist Party of China Central Committee, on behalf of the Party Central Committee, explicitly proposed "to form lower level organizations of the Youth League in land reform" and requested that each liberated area expand the trial construction work of the Youth League in land reform.

Subsequently, with the deepening of the land reform movement, the trial construction of youth leagues was widely carried out in various liberated areas, and grassroots youth leagues developed rapidly, playing an important role in land reform.

On October 10, 1947, the headquarters of the People's Liberation Army of China issued a declaration, loudly proposing the slogan of "overthrow Chiang Kai shek and liberate the whole of China". By the autumn of 1948, there had been a fundamental change in the balance of forces between the enemy and ourselves on the battlefield of the People's Liberation War. The People's Liberation War had entered the strategic decisive stage of winning the national victory, and the dawn of New China was revealed in the sky of the east of the world. In September 1948, the Central Committee of the Communist Party of China held an enlarged meeting of the Politburo in Xibaipo to prepare ideologically, politically, and organizationally for the victory of the revolution throughout the country. It was at this important conference that the decision was made to convene the National Youth Congress, establish the National Youth Federation, and officially establish the New Democratic Youth League in the first half of 1949. The new situation and tasks require the establishment of a youth league to accelerate the pace of work. Therefore, the Party Central Committee has decided to establish the Central Youth League School and start training young working cadres. In September 1948, the Central Youth League School officially opened in Lianghe Village, Pingshan County, Hebei Province. The first batch of 488 students sat on the ground in the woods of Xiaoshan Village, using their knees as desks, and began their theoretical learning and life before engaging in youth league work. Among them, they emerged from the first batch of specially trained youth league cadres in New China.

At the same time as establishing the Central Youth League School, in order to meet the needs of ideological education work in the Youth League, the Central Committee of the Communist Party of China has also decided to start preparations for the resumption of the magazine "China Youth". The first issue of "Chinese Youth" was published and distributed after its resumption on December 20, 1948. In this issue, not only did Mao Zedong, the Chairman of the Central Committee of the Communist Party of China, personally write the title of the magazine, but he also published an inscription specifically written by Mao Zedong for the resumed issue of "Chinese Youth": "The army is advancing, production is one inch longer. Strengthening discipline, revolution is invincible." After meeting readers, this magazine was widely welcomed by young people from all walks of life.

On New Year's Day in 1949, the Central Committee of the Communist Party of China officially issued the Resolution on the Establishment of the New Democratic Youth League of China, and also announced the Draft Constitution of the New Democratic Youth League of China. On February 18th, the Preparatory Committee for the New Democratic Youth League of China, chaired by Ren Bishi, Secretary of the Secretariat of the Communist Party of China Central Committee, was announced to be established. On the same day, a meeting of the Standing Committee of the Preparatory Committee was immediately held, and preparations for the first National Congress of the New Democratic Youth League began.

From April 11th to 18th, 1949, the first National Congress of the Chinese New Democratic Youth League was held in newly liberated Beijing.

The Central Committee of the Communist Party of China attaches great importance to this conference. At the opening of the conference, a congratulatory message was sent to the conference, stating that "past and present experiences have proven that the Youth League is a valuable assistant and reserve army of the party, He also personally wrote an inscription for the conference: "Together with young people from all walks of life, lead them, strengthen learning, and develop production." Zhu De, the Commander in Chief of the People's Liberation Army, attended the opening and closing ceremonies of the conference and delivered an enthusiastic speech, At the same time, he also wrote an inscription for the conference: "As the People's Liberation War is about to achieve complete victory nationwide, leading the young people to actively participate in the restoration and development of industrial and agricultural production has increasingly become the top important task of the New Democratic Youth League." Zhou Enlai, Vice Chairman of the Central Military Commission of the Communist Party of China, assisted Mao Zedong in completing the deployment of the People's Liberation Army's Crossing the Yangtze River Campaign, On April 22nd, I specially received the representatives of the National Youth League Congress who had already held the meeting and delivered an important speech on the issue of the style of the Youth League. Given Ren Bishi's outstanding contributions to the Chinese Youth Movement and Youth League organization, the attending representatives unanimously agreed to request Ren Bishi to serve as the honorary chairman of the Central Committee of the Chinese New Democratic Youth League.

This conference also heard work reports from Feng Wenbin, Deputy Director of the Preparatory Committee of the Chinese New Democratic Youth League, and Jiang Nanxiang, as well as reports on the "League Constitution". After an 8-day meeting, the conference successfully completed its scheduled tasks. After passing the work program and articles of association of the Youth League, as well as resolutions on the tasks and work reports of the Youth League, as well as the conference conclusions, the first Central Committee of the China New Democratic Youth League was elected and declared a successful conclusion.

At the First Plenary Session of the First Central Committee of the Youth League held from April 22nd to 24th, Feng Wenbin and 9 others were elected as members of the Standing Committee of the Youth League Central Committee. Feng Wenbin served as the Secretary of the Youth League Central Committee, and Liao Chengzhi and Jiang Nanxiang served as Deputy Secretaries.

The convening of the First National Congress of the Chinese New Democratic Youth League signifies that the Chinese youth movement has once again established its own leadership core, and the Chinese youth movement is about to enter a new historical development period.

On the third day after the closure of the first session of the Chinese New Democratic Youth League, on April 21, 1949, Chairman Mao Zedong and Commander in Chief Zhu De issued an order to march towards the whole country. For a moment, ten thousand guns were fired together, a thousand sails were set sail, and a hundred thousand brave soldiers crossed the river in one fell swoop. On April 23rd, the People's Liberation Army occupied Nanjing, the ruling center of the Kuomintang, declaring the downfall of the Kuomintang's reactionary rule that had lasted for 22 years.

On October 1, 1949, the Five Star Red Flag was slowly raised in Tiananmen Square, and the People's Republic of China was born amidst the solemn sound of salutes. The Chinese Youth League organization has also embarked on a new journey since then.

 

2、 During the transition from new democracy to socialism and socialist construction under the leadership of the Party

The establishment of New China opened a huge gap in the Eastern front of imperialism, so they were bound to launch a counterattack. In 1950, American imperialism took advantage of the outbreak of the Korean Civil War in China's neighboring countries and brazenly mobilized their subordinate countries to launch a war of aggression against Korea, burning the flames of war towards China in an attempt to strangle the New China in its cradle.

The Chinese people are deeply aware of the great righteousness and firmly respond to the call of the Central Committee of the Communist Party of China, holding high the banner of "resisting the United States and aiding Korea, protecting our country", and launching a just war against American imperialism and its servants against aggression. The magnificent anti US and aiding Korea movement quickly spread throughout the country. The Youth League responded to the call of the Party and conducted extensive and in-depth education on patriotism and internationalism among young people, in order to enhance their national self-esteem and confidence, and mobilize them to become a new force in the fight against the United States and aid Korea.

The in-depth and solid ideological education work has achieved good results.

On the Korean battlefield, young officers and soldiers from the volunteer army bravely and tenaciously fought at the forefront, composing a brilliant and magnificent song of youth with outstanding achievements and noble sentiments. Huang Jiguang, Qiu Shaoyun, and Luo Shengjiao are their glorious representatives.

In China, the vast number of young people actively participate in the military and are ready to go to the battlefield at any time. In December 1950 and June 1951, the Central Committee of the Communist Youth League mobilized young students to participate in military schools twice, and the young people were very enthusiastic. Within 9 hours, students from Tsinghua University in Beijing have more than 9 times the number of young people who need to register. The vast number of young people actively support the front line to ensure the logistical needs of the battlefield. In the first year of the Korean War, 3440 members and 2671 young people participated in the volunteer transportation team. The majority of young people also consciously contribute to the fight against the United States and aid Korea in their daily work, actively participating in the donation of aircraft and artillery to the volunteer army. The "China Youth", "China Student", and "China Children's" planes have condensed the pure patriotic emotions of the majority of young people.

The War of Resistance Against US Aggression and Aid to Korea ended with the victory of the Chinese and Korean people. On July 27, 1953, US military representatives were forced to sign their names on the ceasefire agreement. At this time, the American officer who served as the Commander in Chief of the United Nations Army later wrote in his memoirs in frustration, "I have gained an enviable reputation: I am the first commander in American history to sign a ceasefire agreement that did not win

The consolidation of a new political power always requires a process, and while the Chinese people are carrying out resistance against the United States and aid to North Korea, they are also facing a very heavy social reform work. The Party attaches great importance to the role of the Youth League in social reform. In a document issued by the Central Committee of the Communist Party of China on April 16, 1950, it was clearly stated that "in order to make trade unions, farmers' associations, and the Youth League organizations that can be relied on for social reform in the new area, party committees at all levels must pay great attention to strengthening the work of these groups, especially the Youth League should become the most intimate and reliable assistant of the Party, and its work should be strengthened

Youth League organizations at all levels did not disappoint the expectations of the Party. In a series of social reform movements led by the Party, such as land reform, suppression of counter revolutionaries, "three anti", "five anti", etc., they fully played a pioneering and leading role, and effectively cooperated with the Party and government leaders to promote the successful development of the movement.

Ding Youjun, a good daughter of the Party and a member of the Youth League, voluntarily left the city to participate in social reform work in remote rural areas. On September 19, 1950, while carrying out grain collection work, she was arrested by violent Kuomintang bandits. Faced with despicable and brutal bandits, Ding Youjun was not afraid of torture, humiliation, and unyielding. He sacrificed his 19-year-old life for the consolidation of New China and the liberation of the vast number of farmers. She is a prominent representative of outstanding youth league members during this period.

After the establishment of the People's Republic of China, restoring the national economy that was destroyed by the Kuomintang and achieving a basic improvement in the country's financial and economic situation is the central task of the entire Party and the people of the whole country. In order to restore and develop production as soon as possible and continuously improve labor productivity, the vast number of League members and young people, under the leadership of the League organization, have selflessly worked in their own positions and made very outstanding contributions.

Hao Jianxiu, a 17-year-old female member of the Youth League and a worker at Qingdao Sixth Cotton Textile Factory, diligently studied production technology and created a set of fine yarn working methods in her work. By using this technology, not only can the quality of the product be significantly improved, but also the ability of workers to watch cars can be increased from 300 ingots to 550 to 600 ingots. If this work method is promoted, it can produce more than 44000 pieces of cotton yarn per year for the country, equivalent to the raw material yarn used by 4 million people per year. Hao Jianxiu's deeds were highly valued by the Party and the government, and Chairman Mao Zedong had specifically instructed the Central Office to write letters to encourage her. In October 1951, the Central Committee of the Communist Youth League awarded her the title of "Model Youth League Member".

The governance of the Huai River was the first large-scale water conservancy project established after the founding of New China. Among the 3 million migrant workers participating in the Huaihe River Control Project, 40% are young people. Among them, young league members account for the majority, accounting for 40% of the total number of league members in the Huaihe River region. League members and young people are active forces and assault teams in the Huaihe River control project. Female members of the Youth League, Jin Xiulan, Gan Caihua, and Tan Wencui, were rated as special models in Huai River governance.

After three years of hard work, the new republic has shown great vitality, and the People's Republic has embarked on a planned period of economic construction. In order to meet the requirements of new work tasks, the Chinese New Democratic Youth League held its second National Congress in Beijing from June 23 to July 2, 1953. By this time, the number of national league members had reached 9 million.

At the opening of the conference, Liu Shaoqi delivered a congratulatory speech on behalf of the Central Committee of the Communist Party of China, deeply elaborating on the historical tasks faced by the entire nation during the period of planned economic construction. He requested the Youth League to work hard to learn Marxism, consolidate its organization, promote patriotism and internationalism, play the role of the Party's assistant reserve army, and lead the youth to stand at the forefront of the struggle for national industrialization. During the meeting, Chairman Mao Zedong received the Presidium of the General Assembly on June 30th and delivered an important speech on the work of the Youth League, emphasizing that "the work of the Youth League should take into account the characteristics of the youth". He proposed that "good health, good learning, and good work" should be the direction of the Youth League's work, and requested that the leading organs of the Party and Youth League should learn the work of the Leading Group, be good at focusing on the central tasks of the Party, and take into account the characteristics of the youth, Organize and educate young people. After Mao Zedong's speech was conveyed at the conference, the representatives were deeply educated and encouraged. Zhu De attended the closing ceremony of the conference and encouraged the Youth League to advance bravely under the guidance of Mao Zedong's glorious banner.

The conference discussed and approved a work report by Hu Yaobang titled "Uniting the Youth of the Whole Country to Advance bravely in the Construction of a Great Motherland". The report requires League members and young people to become a young generation who love the motherland, are loyal to the people, have knowledge, abide by discipline, are hardworking, brave, energetic, and not afraid of difficulties, and strive for the gradual realization of industrialization and the gradual transition to socialist society. This meeting revised the "League Constitution" according to the requirements of the situation and tasks, and finally elected a new Central Committee. At the first plenary session of the second Central Committee of the Youth League, Hu Yaobang and 9 others were elected as the Secretary of the Central Secretariat of the League.

Shortly after the Second National Congress of the Youth League ended, in October 1953, the Central Committee of the Communist Party of China issued the "Instructions to Party Committees at All Levels on Strengthening the Party's Leadership over the Youth League". This document, in accordance with the spirit of Mao Zedong's speech "The Work of the Youth League Should Take into Account the Characteristics of Youth", requires party committees at all levels to strengthen their leadership over the work of the Youth League. It clearly explains the meaning of the independent activities of the Youth League, scientifically handles the relationship between the Communist Party, the Youth League, and the youth, thereby enriching Marxist theory on youth movement and youth league construction, and providing important guarantees for the active work of the Youth League.

After the conclusion of the Second National Congress of the Youth League, organizations at all levels of the Youth League, in accordance with the work policy of "carrying out independent activities according to the characteristics of youth" instructed by the Central Committee of the Communist Party of China and Mao Zedong, united young people of all ethnic groups throughout the country, actively participated in social, political, economic, and cultural life, and carried out independent activities in ways and methods favored by young people, making the work of the Youth League enter a very active period.

The Youth League organization leads its members and youth to actively participate in learning, promoting, and implementing the General Line of the Transition Period, assisting the Party in completing the socialist transformation of agriculture, handicrafts, and private capitalist industry and commerce; At the same time, the slogan of "dedicating youth to the motherland" is proposed to young people of all ethnic groups, guiding them to start from the overall situation of the industrialization of the motherland and devote themselves to industrial construction from the fundamental interests of the people. Erecting derricks in the wilderness and crossing mountains and rivers to search for mineral seedlings, a generation of young people have left countless glorious achievements in the initial construction history of New China. Wang Chonglun, who walked ahead of time, and Xiang Xiuli, a good daughter of the Party, are outstanding representatives of this generation of young people.

Marching towards the wilderness and facing difficulties, the youth volunteer reclamation teams organized by the Youth League rushed to Heilongjiang, Poyang, and islands. In the "Northern Wilderness", "Beijing Zhuang" and "Tianjin Zhuang" were born, and the "Communist Youth City" was built on the banks of Poyang Lake, turning the ruins of Dachen Island into a pearl on the eastern sea of our country

Planting trees and afforesting the motherland. The Youth League responded to Chairman Mao Zedong's call to green the motherland within 12 years in 1955, organizing tens of thousands of afforestation assault teams, greening vast barren mountains and ditches, and using the sweat of youth to make the land of the motherland green.

The Youth Assault Team, born in January 1954 at the construction site of the Soviet Union Exhibition Hall in Beijing, quickly emerged in various urgent, difficult, dangerous, and heavy work tasks in various regions through the advocacy of the Youth League. The Zhang Baifa Youth Assault Team of Beijing Third Construction Engineering Company was well-known throughout the country at that time. The youth assault team activity has been thriving for nearly half a century since its rise.

In order to promote the sustainable development of the construction cause of New China, the Youth League also actively assists the Party and government in developing cultural construction. The Youth League mobilizes young intellectuals to advance towards science, organizes young members to establish youth literacy teams to popularize cultural education, and leads young members to carry out healthy, upward, and colorful leisure cultural life. Under the leadership of the Youth League organization, the vast number of youth members have injected a fresh atmosphere into the development of the cultural cause of New China with full enthusiasm and youthful vitality.

In order to better unleash the enthusiasm and creativity of young people in national construction, ignite their enthusiasm for building the motherland, commend outstanding young people, and disseminate advanced experience, the Youth League held the National Youth Socialist Construction Activists Conference from September 20 to 28, 1955. This conference received the attention and care of party and state leaders. Deng Xiaoping, on behalf of the Party Central Committee, delivered a speech full of earnest expectations at the conference. Party and state leaders such as Mao Zedong, Liu Shaoqi, Zhou Enlai, Zhu De, and Song Qingling attended the closing ceremony of the conference and took photos with all young activists. This conference has caused great shock and response among young people from all ethnic groups and sectors across the country. The Central Committee of the Communist Party of China has fully affirmed the convening of this conference.

In 1957, in the new situation where the socialist transformation had been basically completed nationwide and the Eighth National Congress of the Communist Party of China had been successfully held, the Youth League of China held its third National Congress in Beijing from May 5th to 25th in order to summon young people of all ethnic groups to unite and strive for the construction of a socialist new China.

Mao Zedong, Liu Shaoqi, Zhou Enlai, Zhu De, Chen Yun, Deng Xiaoping and other party and state leaders attended the conference and received all representatives. He said, "Under the leadership of the CPC, the Youth League has actively participated in the struggle of China's democratic revolution and socialist revolution, and has actively participated in the great socialist construction. In its work, the Youth League has shown itself worthy of being the banner of the excellent sons and daughters of the motherland, and worthy of being the powerful assistant of the Party on all fronts." He also asked the Youth League on behalf of the Party Central Committee Unite all young people to actively participate in the construction of socialism, in order to quickly build China into a great socialist industrial country.

The conference heard, discussed, and passed a work report titled "Uniting National Youth to Build a Socialist New China" by Hu Yaobang, revised the league's constitution, and unanimously passed the "Resolution on Renaming the Chinese New Democratic Youth League to the Chinese Communist Youth League". The Resolution states: "In order to accurately reflect the political tasks undertaken by our Youth League and the will of the majority of its members, the General Assembly unanimously passed the renaming of the Chinese New Democratic Youth League to the Chinese Communist Youth League In order to inherit and carry forward the glorious tradition of China's youth movement, the National Congress of the renamed Youth League should be connected with previous congresses of the Chinese Socialist Youth League, the Chinese Communist Youth League, and the Chinese New Democratic Youth League, and arranged in order. After the Third National Congress of the Youth League, the CPC embarked on a tortuous development process in the process of exploring China's own socialist road. In this tortuous process, the Communist Youth League led its members and youth with a strong desire to change China's "one poor and two white" situation as soon as possible, actively investing in various undertakings of economic construction, becoming a shock force for socialist construction, and a new force to overcome difficulties and obstacles. At times when social life often undergoes significant changes, young people particularly need to be armed with ideas. To this end, the Central Committee of the Communist Youth League made the Resolution on Organizing Young People to Study Marxism Leninism and Mao Zedong's Works in June 1958, leading the youth to initiate a wave of learning Mao Zedong's works and political theory. On April 10-20, 1960, the Central Committee of the Communist Youth League, in conjunction with the All China Federation of Trade Unions and the All China Women's Federation, held the "National Youth Study of Marxism Leninism and Mao Zedong's Works Heilongjiang Live Conference" in Harbin to promote the in-depth development of this learning trend. This learning activity popularized Marxism Leninism and Mao Zedong Thought among young people throughout the country, promoting the healthy growth of a generation of young people.

The great communist warrior Lei Feng is an outstanding representative of China's outstanding youth who grew up in the process of learning Mao Zedong's works. During his brief 22 year life journey, he used ordinary deeds to write an extraordinary life history, reflecting the best combination of human noble sentiments and perfect character. His deeds have a strong appeal. As soon as this model appeared, the Communist Youth League organization made a timely decision to carry out a learning activity for Lei Feng among young people throughout the country. Shortly after, with the care, support, and encouragement of the Party and state leaders, this activity developed into an enduring and regular nationwide activity.

From June 11 to 29, 1964, in the context of a comprehensive improvement in the national economy and further development of leftist errors in political, ideological and cultural aspects, the 9th National Congress of the Communist Youth League of China was held in Beijing. There were 2396 formal representatives attending the conference, with 927 non attending representatives, which is the largest number of representatives in previous congresses. Party and state leaders Mao Zedong, Liu Shaoqi, Zhou Enlai, Deng Xiaoping, and others attended the opening ceremony, received all representatives, and had a friendly conversation with some of the young model figures among the representatives.

During the meeting, Deng Xiaoping delivered a political report on behalf of the Central Committee of the Communist Party of China to the conference. Hu Yaobang gave a work report titled "Struggle for the Revolutionary Transformation of Youth in China", while Hu Ke actually gave a report on the revision of the League's Constitution, and finally elected a new Central Committee. At the first plenary session of the 9th Central Committee, Hu Yaobang was elected as the first secretary of the Central Secretariat of the Communist Youth League, and a standing committee of 29 members was also elected.

This conference proposed that the historical task faced by the youth of the whole country during the socialist period is to "build China into a socialist strong country with modern agriculture, modern industry, modern national defense, and science and technology", and called on the youth of the whole country to "carry forward the great spirit of our revolutionary predecessors, Yu Gong, who moved mountains, contribute all their strength, and serve as a socialist assault team

According to the actual situation of the construction of the Communist Youth League at that time, the conference stressed that adhering to the progressiveness nature of the Communist Youth League and strengthening close ties with the young people are two basic conditions for enhancing the combat effectiveness of the Communist Youth League. The style of "vitality and seeking truth from facts" proposed by the conference not only summarizes the advantages and characteristics of Communist Youth League cadres, but also addresses the problems in their style since the Great Leap Forward. This has important guiding significance for the construction of the Communist Youth League's style.

However, under the influence of the "Left" ideology, this conference also demanded that young people take class struggle as the main line and constantly carry out the so-called "rejuvenation of capitalism" struggle, which inevitably harms some young people. In addition, the conference also applied the debate between the Chinese and Soviet parties on the International Communist General Line to youth work at that time, proposing the so-called "two fundamentally opposing lines in youth work". This is not in line with the actual situation.

Just over a year after the closure of the 9th National Congress of the Communist Youth League, the "Cultural Revolution", which brought profound disasters to the country and nation, began. With the comprehensive launch of the movement, the Communist Youth League organization and the entire nation suffered an unprecedented catastrophe. The Communist Youth League has not only been described as a "national youth league, production league, and entertainment league", but also organizations at all levels have completely ceased their activities and their working institutions have been destroyed, resulting in the Communist Youth League losing systematic leadership for 12 years. In the early stages of the ten year turmoil, the Red Guards nurtured by the "Left" ideological trend quickly exposed many insurmountable weaknesses. Therefore, at the First Plenary Session of the Ninth Central Committee of the Communist Party of China held in April 1969, Mao Zedong explicitly proposed to carry out the work of building the entire Communist Youth League. However, in the context of the 'Cultural Revolution', the work of building the entire Communist Youth League was always disrupted and disrupted by the 'Left', so the task of building the entire Communist Youth League was never completed until the end of the 'Cultural Revolution'.

In October 1976, the "Gang of Four", which caused disaster to the country and the people, finally collapsed, and the people of the whole country were filled with joy.

On the basis of gradually stabilizing the national situation, thanks to the promotion of the older generation of proletarian revolutionaries represented by Deng Xiaoping, the work of cleaning up the problems left over from the Cultural Revolution gradually began. In such a situation, in accordance with the strong demands of the Youth League committees at all levels throughout the country and the wishes of 48 million members nationwide, the Central Committee of the Communist Party of China issued a notice on May 4, 1978 on the convening of the 10th National Congress of the Communist Youth League of China, and at the same time formed the preparatory committee for the 10th National Congress of the Communist Youth League of China. Under the leadership of the organizing committee of the 10th National Youth League Congress, the Central Youth League School, which had been suspended for 12 years, was restored in July, and the opening ceremony of the first batch of students after the resumption was held on August 10th; Subsequently, on September 11th, the Central Committee of the Communist Youth League resumed its publication "China Youth", and on October 7th, the Central Committee of the Communist Youth League resumed its publication "China Youth Daily". On October 16, 1978, under the specific organizational leadership of the 10th Preparatory Committee of the Communist Youth League of China, the opening ceremony of the 10th National Congress of the Communist Youth League of China was grandly held at the Great Hall of the People in Beijing. Party and state leaders attended the opening ceremony and received all 2000 representatives present during the meeting. At the opening ceremony, Li Xiannian, Vice Chairman of the Communist Party of China Central Committee, delivered a speech to the conference on behalf of the Party Central Committee and the State Council.

During the meeting, representatives listened to reports from leaders of relevant national departments on science and technology, international situation, domestic situation, and tasks.

The conference heard, discussed, and passed a work report titled "Contributing Youth to the Great New Long March" by Han Ying, the director of the 10th National Youth League Organizing Committee; We listened to and discussed Hu Qili's report on revising the Constitution of the Communist Youth League, and adopted the Constitution of the Communist Youth League of China. The meeting finally elected the 10th Central Committee. The conference closed on October 26th. The 10th Central Committee of the Communist Youth League elected Han Ying as the first secretary of the Central Secretariat of the Communist Youth League, and elected 25 members of the Central Committee to form the Central Standing Committee of the Communist Youth League.

The convening of the 10th National Congress of the Communist Youth League marked the basic completion of the task of comprehensively resuming the work of the Communist Youth League, which was proposed in April 1969. This conference is a pledge conference to mobilize young people of all ethnic groups in the country to carry out the New Long March along the socialist road. It is a conference for the Communist Youth League to closely follow the strategic deployment of the Party Central Committee and will soon begin to rectify chaos and carry forward the past and open up the future.

 

3、 In the new era of reform and opening up led by the Party and socialist modernization construction

1. Engaging in the wave of reform and opening up

Shortly after the 10th National Congress of the Communist Youth League, the Third Plenary Session of the 11th Central Committee of the Communist Party of China was held in Beijing. This plenary session ended the two years of hesitation after the crushing of the Gang of Four, marking a profound and significant turning point in the history of the Party since the founding of the People's Republic of China. The Party's work policy determined at this plenary session has been firmly supported by the entire Communist Youth League. On September 19 of the same year, the National New Long March Assault Fighter Naming and Commendation Conference was held in Beijing. Deng Yingchao, Vice Chairman of the National People's Congress, delivered a speech on behalf of the Central Committee of the Communist Party of China, and party and state leaders received all the commended individuals. After hearing the news, young people across the country were deeply encouraged, and the New Long March Assault Campaign quickly spread across various industries across the country. With the shift of the focus of the Party and the state's work and the launch of the New Long March Assault, new concepts and understandings such as seeking productivity from science, innovating and inventing, and improving labor efficiency have gradually emerged and expanded among young people. The Communist Youth League organization should seize the "signs" in a timely manner, provide active guidance, and promote the concept of learning and mastering scientific and technological knowledge to take root among its members and young people. From October 3rd to 23rd, 1979, the Central Committee of the Communist Youth League, together with the Chinese Association for Science and Technology, the Ministry of Education, and the National Sports Commission, jointly held a national exhibition of youth scientific and technological works in Beijing. In the first quarter of 1979, some Communist Youth League organizations in large and medium-sized cities organized local youth and students to take to the streets under the name of "Learning from Lei Feng and Building a New Style" activity month, activity week, and activity day, to carry out activities to maintain public order, clean the environment, and do good deeds for the people. With the continuous, in-depth, and widespread implementation of this activity, the good atmosphere of helping others has gradually spread in society, while also touching and educating the young people who participate in the activity. In February 1981, the Central Committee of the Communist Youth League, in accordance with the requirements of the Party Central Committee for building socialist spiritual civilization, jointly issued the "Joint Initiative on Carrying out Civilized and Polite Activities" with seven social organizations, and carried out the "Five Lectures and Four Beauties" activity among the people, especially young people, throughout the country. During the ten years of turmoil, the Communist Youth League organization suffered serious damage, so the work of the entire league after the 10th National Congress of the Communist Youth League had a clear restorative nature. The convening of the Third Plenary Session of the 11th Central Committee of the Communist Party of China pointed out the correct political direction for the work of the Communist Youth League, and also laid a solid foundation for the restoration of the work of the entire league and the strengthening of organizational construction.

In September 1982, the 12th National Congress of the Communist Party of China, held in Beijing, issued a call to the people of the whole country to "comprehensively create a new situation in socialist modernization construction", pointing out a path to building socialism with Chinese characteristics for the people of the whole country, showcasing a brilliant and beautiful prospect to the youth of the whole country, and eagerly expecting the Chinese Communist Youth League and the youth of the whole country to make new and greater contributions in this great historical march.

In order to implement the spirit of the 12th National Congress of the Communist Party of China, the Communist Youth League held the 11th National Congress from December 20 to 30, 1982, only three months after the closing of the 12th National Congress of the Communist Party of China. It mobilized the entire Youth League and the whole country to respond to the call of the Party, actively participate in the great practice of reform and opening up and the construction of socialist modernization, and serve as the vanguard of the cause of reform and opening up.

Youth is the most active, dynamic, and least conservative social force in society. The establishment of a good social atmosphere and the construction of socialist spiritual civilization must be based on lofty ideals and noble sentiments. So the spiritual civilization construction activities carried out by the Communist Youth League organization are not limited to the scope of daily life. Since 1983, more than a dozen provincial and municipal youth organizations have led youth to carry out activities such as searching for revolutionary historical sites, collecting and editing historical materials, and constructing historical commemorative signs.
