Chapter 1 General Provisions

Article 1 These Regulations are formulated in accordance with the Constitution of the CPC in order to adhere to the leadership of the Party, strengthen Party building, comprehensively and strictly govern the Party, strengthen intra Party supervision, and maintain the progressiveness and purity of the Party.

Article 2: Under the guidance of Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents", and the Scientific Outlook on Development, Party internal supervision deeply implements the spirit of Xi Jinping's series of important speeches, revolves around the overall layout of the "Five in One" coordinated promotion and the strategic layout of the "Four Comprehensives" coordinated promotion, respects the Party Constitution, governs the Party according to regulations, and adheres to the combination of Party internal supervision and people's supervision, Strengthen the Party's ability to self purify, improve, innovate, and improve under long-term governance conditions, and ensure that the Party always becomes the strong leadership core of the cause of socialism with Chinese characteristics.

Article 3: There are no restricted areas or exceptions to intra party supervision. Trust cannot replace supervision. Party organizations at all levels should combine trust incentives with strict supervision to encourage Party leaders to have power, responsibility, and accountability, and to be supervised and held accountable for their use of power.

Article 4: Internal supervision within the Party must implement democratic centralism, comply with regulations and disciplines, strengthen top-down organizational supervision, improve bottom-up democratic supervision, and play a role in mutual supervision at the same level. Persist in learning from past mistakes, treating diseases and saving people, grasping small problems early, and preventing small problems from happening gradually.

The task of internal supervision within the Party is to ensure the effective implementation of the Party Constitution, Party regulations, and Party discipline throughout the Party, maintain the unity and unity of the Party, and focus on addressing the weakening of Party leadership, lack of Party building, inadequate comprehensive and strict governance of the Party, indifference to Party concepts, lax organization, and lax discipline, as well as the issue of leniency in Party governance, ensuring that the Party organization fully performs its functions and plays a core role, and ensuring that all Party members play a pioneering and exemplary role, Ensure the loyalty, cleanliness, and responsibility of the Party's leading cadres.

The main content of intra party supervision is:

(1) Adhere to the Party Constitution and regulations, firmly adhere to ideals and beliefs, practice the Party's purposes, and exemplify compliance with the Constitution and laws;

(2) Maintain the centralized and unified leadership of the Party Central Committee, firmly establish political awareness, overall situation awareness, core awareness, and alignment awareness, implement the Party's theories, lines, principles, and policies, and ensure that all Party orders and prohibitions are enforced;

(3) Adhere to democratic centralism, take political life within the Party seriously, implement the principles of individual Party members obeying the Party's organization, minority obeying the majority, lower level organizations obeying higher level organizations, and all Party organizations and Party members obeying the Party's National Congress and Central Committee;

(4) Implement the responsibility of comprehensively and strictly governing the Party, strictly enforce Party discipline, especially political discipline and rules, and promote the construction of Party conduct, integrity, and anti-corruption work;

(5) Implement the spirit of the Central Eight Point Regulations, strengthen the construction of work style, closely connect with the masses, and consolidate the foundation of the Party's governance;

(6) Adhere to the Party's standards for cadres, establish a correct direction for selecting and appointing personnel, and implement the regulations on the selection and appointment of cadres;

(7) Integrity, self-discipline, and fair use of power;

(8) The completion of tasks deployed by the Party Central Committee and higher-level Party organizations.

Article 6: The key objects of intra party supervision are the Party's leading organs and cadres, especially the main leading cadres.

Article 7: Internal party supervision must put discipline at the forefront, utilize the "four forms" of supervision and discipline enforcement, regularly carry out criticism, self criticism, and appointment letters, making "blushing and sweating" the norm; The majority of disciplinary actions such as light punishment of party discipline and organizational adjustment have become violations of discipline; Those who are subject to severe party discipline or major job adjustments become a minority; There are very few cases of serious violations of discipline and suspected illegal filing for review.

Article 8: Leading cadres of the Party shall strengthen self-restraint, regularly check their words and actions in accordance with the Party Constitution, consciously abide by the principles of political life and integrity and self-discipline within the Party, strengthen Party spirit cultivation, cultivate moral character, and always maintain the political nature of Communist Party members.

Article 9: Establish and improve an internal supervision system within the Party, including unified leadership by the Party Central Committee, comprehensive supervision by the Party Committee (Party Group), specialized supervision by disciplinary inspection agencies, functional supervision by Party work departments, daily supervision by Party grassroots organizations, and democratic supervision by Party members.

Chapter 2 Supervision of the Central Organization of the Party

Article 10: The Central Committee of the Communist Party of China, the Central Politburo, and the Standing Committee of the Central Politburo shall comprehensively lead the supervision work within the Party. The plenary session of the Central Committee listens to the work report of the Central Political Bureau every year, supervises the work of the Central Political Bureau, and deploys major tasks to strengthen intra party supervision.

Article 11: The Central Political Bureau and its Standing Committee shall regularly study and deploy learning and education throughout the Party, identify problems and correct deviations in the spirit of rectification; Listen to and review reports on the implementation of the spirit of the Central Eight Point Regulations by the entire party, and strengthen supervision and inspection of work style construction; Listen to the work report of the Standing Committee of the Central Commission for Discipline Inspection; Listen to the report on the central inspection situation and achieve full coverage of central inspection within one term of office. The Central Political Bureau holds an annual democratic life meeting to conduct comparative checks and party spirit analysis, and to study measures to strengthen its own construction.

Article 12: Members of the Central Committee must strictly abide by the Party's political discipline and rules. If any other member violates the Party Constitution, undermines Party discipline, or endangers Party unity, they shall resolutely resist it and promptly report to the Party Central Committee. The opinions of members of the Central Political Bureau shall be reflected in writing or other forms by their true names to the Standing Committee of the Central Political Bureau or the Standing Committee of the Central Commission for Discipline Inspection.

Article 13: Members of the Central Political Bureau shall strengthen their supervision over the members of the Party organizations and leadership teams directly in charge of departments, localities, and fields, and regularly hold talks with the main responsible persons of relevant localities and departments on their performance of comprehensive and strict Party governance responsibilities, integrity and self-discipline.

Article 14: Members of the Central Political Bureau shall strictly implement the eight point regulations of the Central Committee, consciously participate in dual organizational life, and truthfully report important personal matters to the Party Central Committee. Take the lead in establishing a good family tradition, strengthen education and restraint for relatives and staff around them, strictly require spouses, children, and their spouses not to engage in illegal business and business operations, and not to hold illegal positions or take part-time jobs for remuneration.

Chapter 3 Supervision of the Party Committee (Party Group)

Article 15: The Party Committee (Party Group) shall bear the main responsibility in the supervision within the Party. The Secretary shall be the first person responsible, and the members of the Party Committee Standing Committee (Party Group members) and Party Committee members shall fulfill their supervisory responsibilities within their scope of responsibilities. The Party Committee (Party Group) shall fulfill the following supervisory responsibilities:

(1) Lead the internal party supervision work of the local area, department, and unit, organize the implementation of various supervision systems, and pay attention to supervision and inspection;

(2) Strengthen the leadership of discipline inspection work within the same level discipline inspection commission and its jurisdiction, and inspect its supervision, discipline and accountability work;

(3) Supervise members of the Standing Committee of the Party Committee (Party Group members), Party Committee members, discipline inspection commissions at the same level, Party work departments, and directly led Party organization leadership teams and their members;

(4) Provide opinions and suggestions on the work of the superior party committee and disciplinary commission, and carry out supervision.

Article 16: The Party's work department shall strictly implement various supervision systems, strengthen the Party's internal supervision within its scope of responsibility, strengthen both the internal supervision of its own department and unit, and the daily supervision of its own system.

Article 17: Internal supervision within the Party must strengthen the supervision of the main responsible persons and key positions of the Party organization, with a focus on supervising their political stance, strengthening Party building, strictly governing the Party, implementing Party resolutions, selecting and appointing personnel fairly and honestly, assuming responsibility, being clean and self-disciplined, and implementing the responsibility system for ideological work.

Higher level party organizations, especially their main leaders, should frequently ask and remind the main leaders of lower level party organizations, and promptly correct any problems found. If members of the leadership team discover problems with the main responsible person of the team, they should promptly raise them and, if necessary, directly report to the higher-level party organization.

The personal matters related to the main leaders of the party organization should be made public within a certain scope of the party and actively subject to supervision.

Article 18: The Party Committee (Party Group) shall strengthen the daily management and supervision of leading cadres, and master their ideology, work style, work style, and living conditions. Leading cadres of the Party should regularly engage in criticism and self-criticism, dare to face up to, deeply analyze, and actively correct their shortcomings and mistakes; We should dare to point out the shortcomings and mistakes of comrades and help them improve.


Article 19: Patrol inspection is an important way of supervision within the Party. During the first term of office of the Party committees of the central and provincial, autonomous region, and municipality directly under the central government, comprehensive inspections shall be conducted on the Party organizations of the places, departments, enterprises, and institutions under their management. Conduct inspections of the Party's organization and its leading cadres' respect for the Party Constitution, Party leadership, Party building, and the implementation of the Party's line, principles, and policies, fulfill the responsibility of comprehensive and strict governance of the Party, implement Party discipline, implement the spirit of the Central Eight Point Regulations, build a clean and honest Party conduct and anti-corruption work, and select and employ personnel. Identify problems, form deterrence, promote reform, promote development, and play a sharp role in strict governance of the party.

The Central Leading Group for Inspection Work should strengthen its leadership over the inspection work of party committees, relevant central ministries, and party groups (party committees) of central state organs and departments in provinces, autonomous regions, and municipalities directly under the central government. The party committees of provinces, autonomous regions, and municipalities directly under the central government should promote the establishment of an inspection system by the party's city (prefecture, prefecture, league) and county (city, district, banner) committees, so as to extend strict party governance to the grassroots level.

Article 20: The Party's organizational and living system shall be strictly enforced, and democratic life meetings shall be held regularly. When encountering important or universal issues, they shall be held in a timely manner. Democratic life will focus on solving prominent problems. Leading cadres should clarify and thoroughly discuss the issues reflected by the masses, feedback from inspections, and organizational interviews and inquiries at the meeting, carry out criticism and self-criticism, propose rectification measures, and accept organizational supervision. The higher-level party organization should strengthen guidance and supervision of the democratic life association of the lower level leadership group, and improve the quality of democratic life association.

Article 21: Adhere to the internal party conversation system, and conscientiously carry out reminding and admonishing conversations. If it is found that leading cadres have symptoms or tendencies in terms of ideology, work style, discipline, etc., the relevant party organization leaders should promptly remind and talk to them; If minor disciplinary violations are discovered, the head of the higher-level party organization shall have a admonition conversation with them, and the person in charge shall make an explanation or review. After being signed by the main person in charge of the party organization, it shall be reported to the higher-level disciplinary commission and organizational department.


Article 22: Strictly implement the cadre inspection and assessment system, comprehensively evaluate the performance of morality, ability, diligence, performance, and integrity, emphasizing both political achievements and political ethics, focusing on the performance of implementing the decisions and deployments of the Party Central Committee and higher-level Party organizations, fulfilling the responsibility of managing the Party and governing the Party, taking a stance on major principle issues, treating the people's attitude, and completing urgent, difficult, and dangerous tasks. In the inspection and assessment, the main responsible person of the party organization should make a realistic evaluation of the team members. The evaluation comments will be recorded in the cadre's file after meeting with the individual. Implement the responsibilities of the main leaders of the Party organization in various aspects such as cadre selection, inspection, and decision-making, and hold accountable those who fail to observe and fulfill their responsibilities.

Article 23: Leading cadres of the Party shall report their responsibilities and accept evaluation at the annual expanded meeting of the Party Committee Standing Committee (or Party Group). The focus of accountability and integrity reporting is to implement political discipline and rules, fulfill the responsibility of managing and governing the party, promote the construction of party conduct and anti-corruption work, and enforce integrity discipline. The accountability and integrity report should be recorded in the integrity file and made public to a certain extent.

Article 24: Adhere to and improve the reporting system for personal matters of leading cadres. Leading cadres shall truthfully report their personal matters in accordance with regulations, timely report major personal and family situations, and seek prior instructions to report leaving their positions or work locations. Relevant departments should strengthen spot checks and verification. Those who intentionally falsify or conceal personal significant matters, tamper with or forge personal file information shall be investigated and dealt with seriously.

Article 25: Establish and improve a system for recording the involvement and intervention of Party leaders in major matters. If any issues such as the use of their positions to facilitate illegal interference in the selection and appointment of cadres, engineering construction, disciplinary enforcement, judicial activities, etc. are discovered, they shall be promptly reported to the higher-level Party organization.

Chapter 4 Supervision of the Party's Discipline Inspection Committee

Article 26: The Party's disciplinary inspection committees at all levels are the specialized organs for internal supervision, fulfilling their responsibilities of supervision, discipline enforcement, and accountability. They strengthen the supervision and inspection of Party organizations and leading cadres within their jurisdiction in complying with the Party Constitution, Party rules, and Party discipline, and in implementing the Party's line, principles, and policies. They undertake the following specific tasks:

(1) Strengthen supervision over the performance of responsibilities and exercise of power by Party committees at the same level, especially members of the Standing Committee, Party work departments, directly led Party organizations, and Party leading cadres;

(2) Implement a dual leadership system for disciplinary inspection work, with disciplinary review work primarily led by higher-level disciplinary commission leaders. The handling of clues and disciplinary review situations should be reported to the higher-level disciplinary commission while reporting to the same level party committee. The nomination and inspection of secretaries and deputy secretaries of disciplinary commissions at all levels should be mainly carried out by the higher-level disciplinary commission in conjunction with the organizational department;

(3) Strengthen the leadership of the higher-level discipline inspection commission over the lower level discipline inspection commission. If the discipline inspection commission discovers problems with the main leading cadres of the same level party committee, it can directly report to the higher-level discipline inspection commission; The lower level discipline inspection commission shall report its work to the higher level discipline inspection commission at least once every six months and report its work to the higher level discipline inspection commission every year.

Article 27: Disciplinary inspection organs must prioritize the maintenance of the political discipline and rules of the Party, resolutely correct and punish behaviors such as having policies at the top, having countermeasures at the bottom, not following orders, not following prohibitions, deceiving others, engaging in group activities, forming cliques, deceiving organizations, and opposing organizations.

Article 28: The disciplinary inspection team dispatched by the Commission for Discipline Inspection shall be responsible to the dispatched agency, strengthen the supervision of the leadership team and its members, as well as other leading cadres of the supervised unit. If problems are found, they shall be promptly reported to the dispatched agency and the party organization of the supervised unit, and shall be seriously responsible for investigation and handling. Suggestions shall be made for those who need to be held accountable.

The dispatched agency should strengthen its leadership over the work of the dispatched disciplinary inspection team, regularly interview the main leaders of the party organization of the supervised unit and the leader of the dispatched disciplinary inspection team, and urge them to fulfill their responsibilities in managing the party and governing the party.

The dispatched disciplinary inspection team should regularly report its work to the dispatched authorities based on the actual situation and specific issues, and conduct a special study on the construction of party conduct, integrity, and anti-corruption work together with the party organization of the supervised unit at least once every six months. Failure to identify problems that can be detected is dereliction of duty, failure to report or handle problems that are discovered is dereliction of duty, and must be held accountable.


Article 29: Serious handling of petitions and reports, classification and handling of problem clues, early detection and reporting, timely reporting of leading cadres with prominent social feedback and poor public evaluation, and collective research on important reported matters. Regularly analyze and judge the situation of complaint reporting, propose targeted disposal suggestions for typical and common issues reported by complaint reporting, and urge areas and departments with concentrated complaint reporting to investigate and analyze the reasons and make serious rectification.

Article 30: Strictly control the selection and appointment of cadres by responding to opinions on Party conduct and integrity. Based on the situation mastered in daily work, strengthen analysis, research and judgment, evaluate the integrity of cadres truthfully, and prevent "promotion due to illness" and "employment due to illness".

Article 31: Upon receiving feedback on general disciplinary violations by cadres, they shall promptly verify with themselves, remind them through conversation, and inquire through appointment letters, so that the cadres can clarify the issues. Interviews with the person being reported can be conducted together with the main person in charge of their party organization; The explanation of the respondent regarding the inquiry should be signed by the main person in charge of their party organization and reported to the higher-level disciplinary commission. The conversation records and correspondence responses should be carefully verified and archived for future reference. If no issues are found, they should be resolved and clarified, and those who do not truthfully explain the situation should be dealt with seriously.

Article 32: Conduct disciplinary review in accordance with regulations and disciplines, with a focus on not stopping the review if there is no convergence, concentrated feedback on problem clues, strong public feedback, and leadership cadres who are currently in important positions and may need to be promoted and used. All three types of situations are of utmost importance. Disciplinary review should clarify the facts of disciplinary violations, allowing the subject of review to start with learning the Party Constitution, examine and analyze themselves from aspects such as ideals, beliefs, principles of Party spirit, and style and discipline. The review report should be clear in facts, accurate in nature, and reflect the ideological and cognitive situation of the subject of review.

Article 33: For those who violate the spirit of the Eight Point Regulations of the Central Committee, have been filed for review and expelled from the Party due to serious violations of discipline, have been held accountable for serious dereliction of duty, and have had a negative impact on the people, they shall be named by name and reported to the public for exposure.

Article 34: Strengthen supervision over disciplinary inspection agencies. If disciplinary inspection agencies and their staff are found to have violated disciplinary issues, they must be dealt with seriously. Discipline inspection agencies at all levels must strengthen their own construction, improve internal control mechanisms, consciously accept internal party supervision, social supervision, and public supervision, and ensure that their power is strictly constrained.

Chapter 5 Grassroots Organizations of the Party and Supervision of Party Members

Article 35: Grassroots Party organizations shall play the role of battle fortresses and fulfill the following supervisory responsibilities:

(1) Strictly adhere to the Party's organizational life, carry out criticism and self-criticism, supervise Party members to fulfill their obligations effectively, and ensure that Party members' rights are not violated;

(2) Understand the criticisms and opinions of party members and the masses towards the work of the party and the leading cadres of the party, regularly report the situation to the higher-level party organization, and put forward opinions and suggestions;

(3) Maintain and enforce Party discipline, promptly educate or handle any violations of discipline by Party members or cadres, and report serious issues to the higher-level Party organization.


Article 36: Party members shall, with a highly responsible attitude towards the cause of the Party and the people, actively exercise their rights as party members and fulfill the following supervisory obligations:

(1) Strengthen democratic supervision of the Party's leading cadres and promptly reflect the opinions and demands of the masses to the Party organization;

(2) Criticize any organization and party member of the Party in a ground-based manner at Party meetings, expose and correct shortcomings and problems in work;

(3) Participate in the activities of evaluating leading cadres carried out by the Party organization, have the courage to touch on contradictions and problems, point out shortcomings and mistakes, dare to take wrong words and actions seriously, and dare to fight;

(4) Responsible exposure and reporting of any party organization and any party member's violations of discipline and law to the party, resolutely opposing all factional and small group activities, and fighting against corruption.

Chapter 6 Combination of Internal and External Supervision within the Party

Article 37: Party committees at all levels shall support and ensure that people's congresses, governments, supervisory organs, judicial organs, etc. at the same level supervise state organs and public officials in accordance with the law. The People's Political Consultative Conference shall carry out democratic supervision in accordance with the articles of association, and audit institutions shall carry out audit supervision in accordance with the law. If relevant state organs discover that leading cadres of the Party violate Party rules and discipline and require Party organizations to handle them, they shall promptly report to the relevant Party organizations. If the audit institution discovers any clues of suspected disciplinary violations by Party leaders, it shall report to the same level Party organization and, if necessary, to the higher-level Party organization, and transfer the problem clues to the relevant disciplinary inspection agency for processing in accordance with regulations.

If it is found during the disciplinary review that a leading cadre of the Party has seriously violated discipline and is suspected of committing illegal crimes, a decision on party discipline punishment should be made first, and then transferred to administrative or judicial organs for handling. Law enforcement and judicial organs shall report to the Party committee and discipline inspection commission at the same level when filing and investigating cases involving leading cadres of the Party in accordance with the law; The party organization where the cadre belongs shall suspend their relevant party member rights in accordance with relevant regulations; Those who are held criminally responsible in accordance with the law, or are suspected of violating discipline although they do not constitute a crime, shall be transferred to the disciplinary commission for disciplinary action.

Article 38 The CPC and the democratic parties coexist for a long time, supervise each other, treat each other with sincerity and share weal and woe. Party organizations at all levels should support democratic parties in fulfilling their supervisory functions, attach importance to the opinions, criticisms, and suggestions put forward by democratic parties and non party members, and improve mechanisms for information, communication, feedback, and implementation.

Article 39: Party organizations and leading cadres at all levels shall take social supervision seriously and consciously accept it. They shall use internet technology and information technology to promote the openness of Party affairs, expand supervision channels, and humbly accept criticism from the masses. News media should adhere to the unity of party spirit and people spirit, adhere to correct guidance, strengthen public opinion supervision, analyze typical cases, and play a warning role.

Chapter 7 Rectification and Guarantee

Article 40: The Party organization shall truthfully record and centrally manage the problems and clues discovered in the internal supervision of the Party, promptly understand and verify them, and make corresponding measures; Those that do not fall within the scope of handling at this level should be transferred to a party organization with authority for handling.

Article 41: The Party organization shall rectify the problems discovered in supervision in a systematic manner and ensure that each item is addressed. The rectification results should be promptly reported to the higher-level party organization, and if necessary, they can be reported to the lower level party organization and party members, and made public to the society.

Promptly handle disciplinary issues and clues handed over by higher-level party organizations and inspections, and provide feedback on the handling situation within 3 months.

Article 42 The Party Committee (Party Leadership Group) and the Commission for Discipline Inspection (Discipline Inspection Group) shall strengthen the supervision and inspection of the performance of the intra party supervision responsibility and the implementation of problem rectification. Those who fail to perform or incorrectly perform the intra party supervision responsibility, as well as those who fail to correct and rectify mistakes, shall be dealt with in accordance with the Regulations of the CPC on Disciplinary Punishments, the Regulations of the CPC on Accountability and other provisions.

Article 43: Party organizations shall safeguard the right of Party members to know and supervise, and encourage and support Party members to play an active role in Party supervision. Advocating the use of real names to reflect disciplinary violations, party organizations should strictly maintain confidentiality for whistleblowers and accusers, and provide appropriate feedback on the handling situation to them. Those who interfere, obstruct supervision, or retaliate against supervisors shall be dealt with seriously in accordance with discipline.

Article 44: Party organizations shall safeguard the relevant rights of the objects of supervision, such as the right to defend and appeal. After investigation, if there is no improper behavior by the supervised object, it should be clarified and corrected. Those who insult, slander, or falsely frame others in the name of supervision shall be dealt with seriously in accordance with discipline; Those suspected of committing crimes shall be transferred to judicial authorities for processing. If the supervisory object is dissatisfied with the handling decision, they may file an appeal in accordance with the provisions of the Party Constitution. The relevant party organizations should carefully review and make conclusions.

Chapter 8 Supplementary Provisions

Article 45: The Central Military Commission may formulate relevant regulations in accordance with these Regulations.

Article 46: The Central Commission for Discipline Inspection shall be responsible for the interpretation of these Regulations.

Article 47: These regulations shall come into effect from the date of promulgation.
