The content of the Sixth Plenary Session of the 18th Central Committee of the Communist Party of China is very rich. Although it is difficult to comprehensively sort it out with a simple framework, one clue can still be drawn to understand its spiritual essence, which is one theme, one core, one key, two documents, and two "lives", namely "11122".

A Theme

The Boosting Action of the "Four Comprehensives" Layout

From historical experience, it is a global challenge for the only ruling party to improve its own construction and maintain long-term stability. The comprehensive and strict governance of the Party is a profound decision for our Party to face the increasingly complex and severe tests and dangers, and to work hard and truly embark on a new great project of Party building.

Following the top-level design of the Third, Fourth, and Fifth Plenary Sessions of the 18th Central Committee on comprehensively deepening reform, comprehensively governing the country according to law, and comprehensively building a moderately prosperous society, the Sixth Plenary Session of the 18th Central Committee focused on the strategic deployment of comprehensive and strict governance of the Party, which is an added force to the top-level design of the "Four Comprehensives" strategic layout. From this evolution, it can be seen that emphasizing top-level design rather than just feeling the stones to cross the river, especially utilizing the overall layout of the "Four Comprehensives" strategic layout during the Fourth Plenary Session, has been a characteristic and highlight of the Party Central Committee's governance since the 18th National Congress.

A core

The "key" of the strong leadership of the CPC

Let's talk about one more core. The biggest highlight of the Sixth Plenary Session of the 18th Central Committee is the proposal of the "Party Central Committee with Comrade Xi Jinping as the core", which confirms that Xi Jinping has become the core of the Party Central Committee and the core of the entire Party.

Why establish this core? Why is the leadership core crucial? This is not only a political necessity in China at present, but also an important principle of historical materialism. Lenin once put forward the famous statement about leaders, political parties, class, and mass relations: "The masses are divided into classes... Class is led by political parties, and political parties are usually presided over by a relatively stable group of people who are the most authoritative, influential, experienced, and elected to the most important positions, known as leaders

The strong leadership of the CPC is a "key", and the existence of the leadership core is the soul of maintaining strong leadership. In this regard, the emphasis on the "four consciousnesses", especially the core consciousness and alignment consciousness, is of extraordinary significance in the new situation.

A key

Embodying the immense courage of self revolution

Next, let's talk about one key point. In the new situation, strengthening and standardizing political life within the Party, with a focus on leading organs and cadres at all levels, especially senior cadres, especially members of the Central Committee, the Central Political Bureau, and the Standing Committee of the Central Political Bureau. The communiqu é of the Sixth Plenary Session of the 18th Central Committee mentioned "senior cadres" 11 times, repeatedly emphasizing the importance of seizing the "key minority" of leading cadres, especially senior leaders, Releasing such an important signal: the key to comprehensively and strictly governing the Party is to adopt a "top-down" path, starting from senior leadership cadres. The Central Plenary Session aims to regulate the political life within the Party at the highest level, which is the first time in the history of our Party and constitutes the top priority of comprehensive and strict governance of the Party.

In the issue of party building, the key is to have top-level design, especially to clarify whether to choose different strategies of "top-down" or "bottom-up", and whether to focus on the key minority or ordinary majority. Different trade-offs and choices can lead to different situations. The Sixth Plenary Session of the 18th Central Committee of the Communist Party of China stated that the current comprehensive and strict governance of the Party will advance along the line from high-level to low-level, from leaders to party members, and from the central to local governments, demonstrating the great courage of self revolution.

Two documents

The finishing touch of laying a solid foundation for the system

I need to emphasize two documents. The Several Guidelines for Inner Party Political Life in the New Situation and the Regulations of the CPC on Inner Party Supervision are two important achievements of the Sixth Plenary Session of the 18th Central Committee of the Communist Party of China, and they paint a finishing touch on the new great project of promoting the Party's construction under the new historical conditions.

The Party's ideological, organizational, work style, anti-corruption, and institutional construction "five in one" Party building layout is the basic principle for comprehensive and strict governance of the Party. Every aspect of the "Five in One" is important, but grasping the importance of ideological construction and institutional construction, and adhering to the combination of ideological and institutional governance, is the fundamental policy of strict governance of the Party. The purpose of the promulgation of the "Guidelines" and "Regulations" is to lay a solid foundation in the system. But at the same time, it should also be understood that only when the system is in operation, it is not just a piece of paper.

Two 'lives'

Integrating Democracy and Concentration Dialectically

Finally, let's talk about two 'lives'. On the one hand, the Sixth Plenary Session of the 18th Central Committee proposed to firmly uphold the authority of the central government and the unity and unity of the Party. On the other hand, it reiterated the need to strengthen democracy within the Party and create a lively political situation. Efforts should be made to create a political situation that is both centralized and democratic, disciplined and free, with a unified will and a happy and lively personal mood throughout the Party.

This consideration is extremely important and deserves high attention. Our party has always emphasized the "two point theory" and opposed the "one size fits all" approach. On this issue, it is necessary to fully implement the Party's democratic centralism and grasp the dialectical relationship between Party unity and intra Party democracy. In the new situation, only by safeguarding the democratic rights of party members, carrying out criticism and self-criticism, and implementing the rights of party members to know, participate, vote, and supervise can the policy of "unity criticism unity" be achieved, and the unity and centralized leadership of the party can also be promoted. As Comrade Deng Xiaoping once said, "Starting from the desire for unity, through criticism and self criticism, a new unity can be achieved

(According to the 9th edition of Liberation Daily on November 22, 2016, the original title was "11122", which fully understood the spirit of the Sixth Plenary Session of the Central Committee.)
