The "Good Medicine" and "Weapons" of Xi Jinping's Party Governance Strategy

Criticism and Self Criticism: The "Good Medicine" and "Weapon" of Xi Jinping's Party Governance Strategy

Xinhua Zhangdaoying

[Learning Progress] Criticism and self-criticism are one of the fine traditions and styles of the CPC, which Xi Jinping likens to the "medicine" and "weapon" of party governance. Criticism and self-criticism are mentioned in the communiqu é of the Sixth Plenary Session of the 18th Central Committee of the Communist Party of China, as well as in the Several Guidelines for Inner Party Political Life in the New Situation and the Regulations of the CPC on Inner Party Supervision adopted at the meeting. The original brand column "Lecture Room" of "Learning in Progress" on Xinhuanet today launched the fifth interpretation series of the Sixth Plenary Session of the Central Committee, "Criticism and Self Criticism - The" Good Medicine "and" Weapons "of Xi Jinp's Party Governance Strategy," to interpret for you.

Make criticism and self-criticism the norm in party life

In Xi Jinping's comprehensive strict governance strategy, criticism and self-criticism occupy an important position and are referred to as "good medicine" and "weapons".

The quality of political life within the party largely depends on how well this weapon is used. Criticism and self-criticism should be made a norm in party life and a mandatory course for every party member and cadre. The Sixth Plenary Session of the 18th Central Committee once again emphasized the importance of adhering to criticism and self criticism. The communiqu é of the plenary session pointed out that criticism and self-criticism are sharp weapons for our Party to strengthen its physical health and maintain physical health. They are also important means to strengthen and regulate political life within the Party. We must persistently use criticism and self-criticism as weapons.

Comprehensive and strict governance of the Party is an inevitable requirement for strengthening Party building. A well functioning political party should have the ability to self purify, continuously enhance immunity, and continuously improve itself. The CPC has always had a fine tradition of criticism and self-criticism. The reason why the Party is great is not that it never makes mistakes, but that it has the consciousness of criticism and self-criticism and the ability to self correct mistakes.

In the new situation, the tasks and situations faced by the Party have changed, but the requirements for adhering to criticism and self criticism have not changed at all. Compared to the "Several Guidelines on Political Life within the Party" formulated in 1980 and the "Several Guidelines on Political Life within the Party under the New Situation" passed by the plenary session, there has been a breakthrough in criticism and self-criticism on the basis of inheritance. Not only has a single chapter been listed, but also some new proposals and requirements have emerged. For example, "self criticism must not be turned into self praise, and mutual criticism into mutual praise." "Leading cadres, especially senior cadres, must take the lead in following advice and be willing to speak up.

Strengthening and standardizing political life within the Party and strengthening internal supervision are both very important topics for strengthening Party building in the new situation. Criticism and self-criticism have naturally become the main focus of internal supervision within the Party. There are 12 references to "criticism" in the Regulations of the CPC on Inner Party Supervision, which are distributed in the General Principles (Chapter I), the supervision of the Party Committee (Party Leadership Group) (Chapter III), the supervision of the Party's grass-roots organizations and members (Chapter V), and the combination of inner and external supervision (Chapter VI).

How to make good use of this "sharp weapon"

Criticism and self-criticism are a good medicine, a true love for comrades and oneself. However, the weapon of criticism and self-criticism has a phenomenon of "rusting" and "passivation" in political life within the party, which Xi Jinping has a clear understanding of. He summarized the universal problem of criticism and self criticism as "self criticism is difficult, mutual criticism is even more difficult". And it is deeply pointed out that "the difficulty lies in being trapped by human relationships, confused by interests, afraid of making enemies, afraid of setting oneself on fire, and ultimately, it is still selfish and lacking party spirit and responsibility

Facing problems directly and daring to take on responsibilities is the character of Communist Party members. Xi Jinping has put forward clear requirements on how to handle criticism and self criticism correctly: to face up to one's own shortcomings and mistakes, and to take the initiative to correct them. Dare to point out and help improve others' shortcomings and mistakes. Reminders and criticisms to comrades should be heard with joy and humbly accepted. Self criticism should be reflected on three times a day, mutual criticism should be done anytime and anywhere, and do not wait for minor problems to develop into major problems before raising them.

Criticism and self-criticism are not just indiscriminate criticism, nor are they painless and unremarkable, but rather have certain rules and corresponding requirements. The "prescription" provided by Xi Jinping is that criticism and self-criticism should be "naming problems, providing opinions, and discussing harm", with a "spicy taste", so that every party member and cadre can blush and sweat, to prevent criticism and self-criticism from skimming on water, avoiding reality, avoiding importance, and being harmonious.

The Sixth Plenary Session of the 18th Central Committee put forward new requirements for criticism and self criticism, stating that "we must uphold party spirit without personal feelings, speak truth without face saving", and that criticism must be based on public will, not subjective or arbitrary, and not vent personal anger.

Leading cadres are the focus of criticism and self-criticism

In the theory and practice of comprehensive and strict governance of the Party, Xi Jinping has always firmly grasped the "key minority" of leading cadres and has not relaxed. In terms of criticism and self-criticism, we have also raised higher standards and requirements for leading cadres.

The "Several Guidelines on Political Life within the Party under the New Situation" stipulates that "the leading organs and cadres of the Party must listen to various different opinions and encourage lower levels to reflect the true situation", which makes the so-called officialdom philosophy of doing less, speaking less, being wise and protecting oneself, being indifferent to oneself, and hanging high without a foothold. It is required that "leading cadres, especially senior cadres, must take the lead in following advice and be bold in speaking up", which can play the role of "leading geese" and "vanguard" in leading and setting an example, "guiding party members and cadres to dispel ideological concerns such as self criticism and fear of losing face, criticizing superiors for fear of wearing small shoes, criticizing peers for fear of hurting harmony, and criticizing subordinates for fear of losing votes.

The faults of a gentleman are like the eclipses of the sun and the moon: they are seen by everyone; what's more, they are admired by everyone. As a responsible, responsible, and conscientious party member of the Communist Party of China who always upholds the spirit of serving the people, whether there are mistakes or not is terrible, and the value lies in being able to correct them when they are seen wrong.

The Regulations of the CPC on Inner Party Supervision mentioned several times the "special status" of leading cadres in criticism and self-criticism, Leading cadres of the Party should regularly engage in criticism and self-criticism, dare to face up to, deeply analyze, and actively correct their own shortcomings and mistakes; dare to point out and help improve comrades' shortcomings and mistakes Democratic life will focus on solving prominent problems. Leading cadres should clearly and thoroughly explain the issues reflected by the masses, feedback from inspections, and organizational interviews and inquiries at the meeting, carry out criticism and self-criticism, propose rectification measures, and accept organizational supervision.

The key to running China's affairs well lies in the Party, which must manage the Party and strictly govern it. Leading cadres are the key among the key, and they will inevitably become the focus of criticism and self-criticism.

We should boldly use, frequently use, and effectively use the weapon of criticism and self-criticism, making it a habit, a consciousness, and a responsibility. The more we use it, the more effective it becomes. Leaders and cadres should deeply understand and proficiently master the "sharp weapon" repeatedly mentioned by Xi Jinping, and never let it "rust" or "dull".
