The conference will open on the morning of March 5th and close on the morning of March 15th, with a duration of 10 and a half days and 8 agenda items:

Deliberating government work reports;

Review plan report;

Review budget reports;

Review the work report of the Standing Committee of the National People's Congress;

Deliberating the Draft Law of the People's Republic of China on Foreign Investment;

Deliberating the work report of the Supreme People's Court;

Deliberating the work report of the Supreme People's Procuratorate;

Vote on draft resolutions for various work reports, vote on the "Foreign Investment Law of the People's Republic of China (Draft)", and vote on other relevant matters.

Four key areas of legislative work to be promoted in 2019

Reporter: What other laws will be formulated and revised in 2019?

Zhang Yesui: The legislative task in 2019 is very heavy, with a focus on promoting legislative work in four aspects:

1、 Quickly formulate and revise laws that are urgently needed to deepen market-oriented reform and expand high-level opening up. In addition to the Foreign Investment Law, the Land Management Law, Patent Law, Securities Law, and Resource Tax Law will also be revised.

2、 Accelerate legislation to ensure and improve people's livelihoods and promote ecological civilization construction. This includes reviewing the draft of the Basic Medical and Health Promotion Law, the draft of the Vaccine Management Law, and the revised draft of the Drug Management Law, as well as formulating the Yangtze River Protection Law.

3、 Strengthen legislation in the fields of national security and social governance. Develop export control laws, data security laws, biosecurity laws, etc. to enhance the ability to prevent and resist security risks. Develop the Community Correction Law, the Retired Soldier Protection Law, and revise the Criminal Law.

4、 Improve the relevant legal system of national institutions and organizations. Revise the Organizational Law and Rules of Procedure of the National People's Congress, and improve the system of the People's Congress. Continue to review the revised draft of the Judges' Law and the Prosecutors' Law. Deepen the reform of the judicial system. Formulate the Administrative Punishment Law and improve the national supervision system.

How to deal with the increasingly tough US policy towards China?

Dealing with new problems with old Cold War thinking is definitely no way out

Reporter: How will China respond to the increasingly tough stance and policies from Washington towards China?

Zhang Yesui: This year marks the 40th anniversary of the establishment of diplomatic relations between China and the United States. The facts fully prove that cooperation between China and the United States benefits both sides, while conflict harms both. Cooperation is the best choice for both sides. It is normal for the two countries to have differences and disagreements, but this does not necessarily lead to confrontation and confrontation. It should be noted that the interests of China and the United States are deeply intertwined, and I believe that a conflict and confrontation between China and the United States relationship does not serve the interests of either party. There is definitely no way out to deal with new issues in the context of globalization using the old Cold War mindset.

What are the considerations for formulating the Foreign Investment Law?

Replacing the "Three Laws on Foreign Investment" and becoming the fundamental law for China's utilization of foreign investment in the new era

Reporter: The Foreign Investment Law will be voted on at this conference. It has been less than three months since this law was first reviewed by the Standing Committee of the National People's Congress. What are the reasons for this rapid legislative speed?

Zhang Yesui: The formulation of the Foreign Investment Law aims to innovate the legal system for foreign investment, replace the "Three Laws on Foreign Investment" (Sino foreign Joint Venture Law, Foreign Investment Enterprise Law, and Sino foreign Cooperative Enterprise Law), and become the fundamental law for China's utilization of foreign investment in the new era.

The draft of the Foreign Investment Law clearly stipulates that China implements a management system of pre admission national treatment and negative list for foreign investment, and cancels the case by case approval management model; For areas that prohibit and restrict foreign investors' investment, they will be clearly listed in the form of a list, and those outside the list will be fully open, and both domestic and foreign investments will enjoy equal treatment.

Will China's increasing defense spending pose a threat to other countries?

China implements a defensive national defense policy, and limited national defense spending does not pose a threat to other countries

Reporter: What will be the increase in China's defense spending this year? How will China respond to some of the concerns from the outside world regarding the lack of transparency and considerations behind increasing defense spending?

Zhang Yesui: From a vertical perspective, since 2016, China's defense spending has decreased from double digit growth for five consecutive years to single digit growth. Horizontally, in 2018, China's defense spending accounted for approximately 1.3% of its GDP, while the defense spending of some major developed countries accounted for over 2% of its GDP during the same period.

Whether a country poses a military threat to other countries depends on its foreign and defense policies, rather than how much its defense spending has increased. China's limited defense spending is solely for the purpose of safeguarding national sovereignty, security, and territorial integrity, and will not pose a threat to other countries.

The "the Belt and Road" has led some countries into a "debt trap"?

Will not impose force on others or create any traps in project cooperation

Reporter: Some people questioned the lack of transparency and sustainability of the "the Belt and Road", which even led some countries into the debt trap. How to evaluate the achievements of the "the Belt and Road" in the past year, its future development prospects and the risks and challenges it faces?

Zhang Yesui: Last year was a year of new and important progress in the joint construction of the the Belt and Road. 67 countries have signed cooperation documents with China. China attaches great importance to the sustainability of debt and will not impose any constraints or create any traps in project cooperation. Of course, like other international cooperation initiatives, there will be some difficulties, problems, risks and challenges in the implementation of the the Belt and Road Initiative. However, with the implementation of the initiative and continuous improvement, the construction of the "the Belt and Road" will certainly achieve better development and bring more sense of gain to the people of participating countries.

In April this year, the second the Belt and Road Forum for International Cooperation will be held in Beijing.

How to respond to concerns from the United States and others about Huawei?

Zhang Yesui: China has always encouraged and advocated enterprises to strictly comply with local laws and regulations in their overseas operations. Chinese enterprises have never and will not be required to engage in activities that violate local laws and regulations. Some officials of the US government use the National Intelligence Law to argue that there are so-called security risks in specific Chinese enterprise products. They use political means to intervene in economic behavior, violate WTO rules, and interfere with the international market order of fair competition. This is a typical double standard, which is neither fair nor ethical. The Chinese government has repeatedly expressed its solemn stance, and we hope that relevant countries will adhere to the market principle of fair competition and provide a fair and non discriminatory business environment for Chinese enterprises to invest and operate.

Will the Personal Information Protection Law be submitted for review this year?

Zhang Yesui: There are already multiple laws, regulations, and rules in China that involve personal information protection. However, overall, there is a decentralized legislative state, so it is necessary to formulate targeted and specialized laws to regulate and form a joint force based on the development of the situation. The Standing Committee of the National People's Congress has included the formulation of the Personal Information Protection Law in this legislative plan, and relevant departments are urgently studying and drafting it, striving for its early introduction.

How to promote the healthy development of artificial intelligence?

Reporter: Artificial intelligence leading social development is a trend, but it has a "double-edged sword" effect. How does the Standing Committee of the National People's Congress consider promoting the healthy development of artificial intelligence?

Zhang Yesui: On the one hand, we need to vigorously promote the development and application of artificial intelligence technology, and on the other hand, we need to strengthen forward-looking prevention and constraint guidance to ensure safety and controllability. The Standing Committee of the National People's Congress has included some legislative projects closely related to artificial intelligence, such as the Digital Security Law, the Personal Information Protection Law, and the Amendment to the Science and Technology Progress Law, in this five-year legislative plan.
