Recently, the Central Committee of the Communist Party of China issued the revised Regulations on the Work of the Party Leadership Group of the CPC (hereinafter referred to as the Regulations) and issued a notice requiring all regions and departments to conscientiously comply with it.

The notice pointed out that the Regulations on the Work of the Party Leadership Group of the CPC (Trial) issued by the CPC Central Committee in June 2015 played an important role in promoting the institutionalization, standardization and proceduralization of the work of the Party Leadership Group. The amendment to the Party Constitution of the 19th National Congress of the Communist Party of China has enriched the responsibilities of the Party group and further clarified the political responsibility of the Party group in managing and governing the Party. The Party Central Committee will revise and improve the regulations in accordance with the new situation, tasks, and requirements.

  

The notice emphasizes that the "Regulations" fully implement Xi Jinping's ideology of socialism with Chinese characteristics for the new era and the spirit of the 19th National Congress of the Communist Party of China, take the Party Constitution as the fundamental principle, fully reflect the theoretical, practical, and institutional innovation achievements of the Party group work in recent years, respond to the new situations, problems, and requirements of the Party group work, and achieve the innovation of the Party group system.

  

The notice requires that all regions and departments should firmly establish political awareness, overall situation awareness, core awareness, and alignment awareness, strictly implement the "Regulations", ensure that the Party group firmly maintains the core position of Xi Jinping, firmly upholds the authority of the Party Central Committee and centralized and unified leadership, fully play the important role of guiding direction, managing the overall situation, and ensuring implementation, and ensure that the Party always becomes the strong leadership core of the cause of socialism with Chinese characteristics. The work of the Party group should be carried out on the premise of implementing the decisions and deployments of the Party Central Committee, improving the political and effective performance of duties, consciously using legal thinking and methods, comprehensively implementing the political responsibility of managing the Party and governing the Party, effectively fulfilling leadership responsibilities, fully exerting leadership role, and continuously improving leadership level. Party committees at all levels and their organizational departments, as well as relevant party groups (party committees), should strictly regulate the establishment of party groups in accordance with the provisions of the "Regulations", and carefully clean up the regulations. The General Office of the Central Committee should work with relevant departments of the central government to promote and interpret the Regulations, learn and train them, and supervise and inspect them. Important situations and suggestions in the implementation of the Regulations by various regions and departments should be promptly reported to the Party Central Committee.

 

The full text of the Regulations on the Work of the Party Leadership Group of the CPC is as follows.

 

Chapter 1 General Provisions

 

Article 1 These Regulations are formulated in accordance with the Constitution of the CPC in order to further standardize and improve the work of the leading group of the Party, uphold and strengthen the Party's overall leadership, improve the Party's long-term governing ability and leadership, and better give play to the Party's leadership core role in taking overall responsibility and coordinating all parties.

  

Article 2: The Party group is a leading organization established by the Party in the leadership organs of central and local state organs, people's organizations, economic organizations, cultural organizations, and other non Party organizations. It plays a leading role in its own unit and is an important organizational form for the Party to exercise leadership over non Party organizations.

  

Article 3: The work of the Party group must adhere to the guidance of Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the Three Represents, the Scientific Outlook on Development, and Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era. We must firmly uphold the core position of Xi Jinping, uphold the authority of the Party Central Committee and centralized and unified leadership, fulfill leadership responsibilities, fully play a leading role, and continuously improve leadership level, Ensure that our unit fully implements the Party's basic theory, line, and strategy, and that the Party always becomes the strong leadership core of the cause of socialism with Chinese characteristics.

  

Article 4: The work of the Party group shall follow the following principles:

  

(1) Adhere to a clear political stance, strengthen the leadership of the Party, enhance the "four consciousnesses", firmly adhere to the "four confidences", and achieve the "two safeguards", resolutely implement the Party's theory, line, principles, and policies, resolutely implement the major decisions and deployments of the Party Central Committee, and maintain a high degree of consistency in ideology, politics, and actions with Comrade Xi Jinping as the core of the Party Central Committee;

  

(2) Adhere to comprehensive and strict governance of the Party, take on the main responsibility of managing the Party, implement the overall requirements of Party building in the new era, implement the organizational line of the Party in the new era, and promote the development of comprehensive and strict governance of the Party in depth;

  

(3) Adhere to democratic centralism, ensure the vitality and strength of the Party group, and promote the formation of a good political situation;

  

(4) Adhere to carrying out work in accordance with the Party Constitution and regulations, and carry out activities within the scope of the Constitution and laws;

  

(5) Adhere to the correct leadership style, and achieve the unity of the Party group's leadership role and the unit's leadership team's lawful performance of responsibilities in accordance with the articles of association.

  

Article 5: The Party Central Committee and local Party committees at all levels shall strengthen their leadership over the work of the Party group. The Party group must obey the leadership of the Party organization that approves its establishment.

  

The organizational department of the Party Committee is responsible for the specific work of the establishment and review of the Party group, daily management, etc. The disciplinary inspection and supervision organs, the Party's organ working committees, and other working organs shall carry out relevant work according to their responsibilities.

 

  Chapter 2 Establishment

 

Article 6: If there are at least three leading members of party members in the leadership organs of central and local state organs, people's organizations, economic organizations, cultural organizations, and other non party organizations, a party group may be established with approval.

  

Article 7: The following units shall generally establish a Party group:

  

(1) Standing Committee of the People's Congress at or above the county level, government, CPPCC, court, procuratorate;

  

(2) Government departments at or above the county level, dispatched agencies (excluding street offices), and directly affiliated public institutions;

  

(3) People's organizations such as trade unions and women's federations at or above the county level;

  

(4) Managed enterprises;

  

(5) The working departments of the relevant management committees established by governments at or above the county level;

  

(6) Other units that need to establish a party group.

  

Article 8: The following units may establish party groups with the approval of the Party Central Committee:

  

(1) National important cultural and social organizations;

  

(2) Other units that need to establish party groups.

 

Article 9: The following units generally do not establish party groups:

  

(1) The number of party members and leading members in the leadership organization is less than 3;

  

(2) Merged with or jointly established with party organs for office purposes;

  

(3) Managed or managed by the Party's organs and included in the Party's organizational sequence;

  

(4) Other public institutions other than those directly under the government at or above the county level;

  

(5) Communist Youth League organization;

  

(6) Affiliated enterprises of state-owned enterprises and local state-owned enterprises;

  

(7) Local cultural and social organizations.

  

Article 10: The Standing Committee of the People's Congress at or above the municipal level, the government, and the Chinese People's Political Consultative Conference shall establish a party group of government agencies.

  

The standing committee of the county-level people's congress, the government, and the Chinese People's Political Consultative Conference may establish government party groups according to work needs.

  

If the Standing Committee of the National People's Congress, the government, or the Chinese People's Political Consultative Conference establishes an organizational party group, their office will no longer establish a party group.

  

Article 11: The following units may establish sub party groups with approval:

  

(1) The dispatched agencies of relevant departments of the State Council;

  

(2) Directly affiliated institutions of the State Council and subordinate units of central level people's organizations with industry and system management needs;

  

(3) Specialized committees of the People's Congress and the Chinese People's Political Consultative Conference at or above the provincial level;

  

(4) The dispatched agencies of courts and procuratorates at or above the municipal level.

  

Units that establish sub party groups will no longer have sub party groups established by their subordinate units.

  

Article 12: The establishment of a Party group shall be approved by the Party Central Committee or the local Party committee at the same level. The relevant departments of the management committee shall establish a party group, which shall be approved by the Party Working Committee of the management committee authorized by the party committee at the corresponding level. The Party group shall not approve the establishment of a Party group.

  

The establishment of sub party groups shall be submitted by the party group to the organizational department of the party committee at the corresponding level for approval.

  

If the newly established relevant units meet the conditions for establishing a party group, the Party Central Committee or the local party committee at the same level may make a decision to establish a party group as needed, or the unit that needs to establish a party group or its superior supervisory department party organization may submit an application for establishment, which shall be approved by the Party Central Committee or the local party committee at the same level.

  

The decision to change or revoke the Party group shall be made by the Party organization that approved its establishment.

  

Article 13: State organs and party groups of people's organizations generally do not establish working institutions. If the establishment is indeed necessary and approved, the party group office sign can be added to the relevant internal institutions of the unit.

  

Article 14: The Party group shall have a secretary, and may have deputy secretaries when necessary.

  

The Secretary of the Party Group is generally held by the main person in charge of the leadership team of the unit. If the main person in charge is not a member of the Communist Party of China or is concurrently held by higher-level leaders, or is not suitable for other reasons, the Secretary of the Party Group and the main person in charge may be established separately. Other members of the Party group are generally served by party members and cadres from the leadership team of the unit, as well as the leader of the disciplinary inspection and supervision team stationed in the unit. If necessary, they can also be served by the main responsible party members of important functional departments or subordinate units of the unit.

  

The secretary of the party group of state-owned enterprises is determined based on the internal governance structure of the enterprise. The chairman is generally responsible for establishing a board of directors, while the general manager is generally responsible for not establishing a board of directors. The other members of the party group are generally served by party members and leaders who have entered the board of directors, supervisory board, and management level, as well as the leader of the disciplinary inspection and supervision group (the leader of the disciplinary inspection and supervision group stationed in the enterprise) according to work needs.

  

The party group generally consists of 3 to 7 members. The number of party members in units at or above the deputy provincial or ministerial level, as well as in centrally managed enterprises, generally does not exceed 9. If individual units need to increase their membership, it shall be decided by the Party Central Committee. If it is necessary to increase the number of individual working departments of the municipal and county-level governments and local governments at or above the county level, it shall be reported to the provincial-level party committee for approval in accordance with the procedures, but the total number shall not exceed 9.

  

Article 15: In addition to meeting the basic requirements for selecting and appointing Party members and leading cadres as stipulated in the Party Constitution and the Regulations on the Selection and Appointment of Party and Government Leading Cadres, members of the Party group shall also have at least 3 years of Party experience, among which members of the Party group in units at or above the department or bureau level shall have at least 5 years of Party experience.

  

The appointment and removal of members of the Party group is generally decided by the Party organization that approves the establishment of the Party group. If a unit implementing dual leadership establishes a party group, the appointment and removal of its members shall be carried out in accordance with the management authority of cadres. The appointment and removal of members of the sub party group shall be decided by the superior unit party group. The appointment and removal of members of the enterprise party group shall be carried out in accordance with the management authority of cadres.

 

  Chapter 3 Responsibilities

 

  

Article 16: The Party group shall play a leading role in directing, managing the overall situation, and ensuring implementation, fully fulfill its leadership responsibilities, strengthen its leadership over the business work and Party building of its own unit, promote the transformation of the Party's propositions and major decisions into laws, regulations, policies, and social consensus, and ensure the implementation of the Party's theory, line, principles, and policies.

  

Article 17: The Party group shall discuss and decide on the following major issues of the unit:

  

(1) Implement major measures to implement the decisions and deployments of the Party Central Committee and higher-level Party organizations;

  

(2) Major issues in formulating and drafting laws, regulations, and important normative documents;

  

(3) Business development strategy, major deployments, and major matters;

  

(4) Major reform matters;

  

(5) Important personnel appointments and dismissals;

  

(6) Major project arrangements;

  

(7) Use of large amounts of funds, disposal of large assets, and budget arrangements;

  

(8) Functional configuration, institutional setup, and staffing matters;

  

(9) Major matters such as audits, inspections, inspections, assessments, rewards and punishments;

  

(10) Political guidance on major ideological trends;

  

(11) Major issues related to party building;

  

(12) Other major issues that should be discussed and decided by the Party group.

  

The Party group should closely combine with the actual situation of the unit, clarify and refine the major issues specified in the preceding paragraph, and provide a specific list. The list content is dynamically adjusted as needed.

 

Article 18: The Party group must adhere to the same planning, deployment, promotion, and assessment of Party building work and business work, strengthen leadership over Party building in its own unit, implement the overall requirements of Party building in the new era, fulfill the responsibility of comprehensive and strict governance of the Party, and improve the quality of Party building. Specifically, it includes:

  

(1) Putting the political construction of the Party in the first place, enhancing the "four consciousnesses", strengthening the "four confidences", and achieving the "two safeguards", improving political standing, highlighting political attributes, strengthening political guidance, and effectively enhancing political capabilities, always maintaining a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in terms of political stance, direction, principles, and path;

  

(2) Strengthen theoretical armed forces, organize the study of Xi Jinping's socialist ideology with Chinese characteristics for the new era, promote the normalization and institutionalization of "two studies and one action" learning and education, guide party members and cadres to firmly adhere to their ideals, beliefs, and purposes, and consciously strengthen party spirit training;

  

(3) Implement the responsibility system for ideological work, ensure that business work reflects ideological work requirements, and maintain ideological security;

  

(4) According to the principle of the Party managing cadres and talents, strengthen the construction of a high-quality and professional cadre team, and do a good job in talent work;

  

(5) Strengthen the construction of grassroots party organizations and the team of party members, discuss and decide on important matters such as adjusting the establishment of grassroots party organizations, developing party members, and punishing party members;

  

(6) Strengthen and improve work style, closely connect with the masses, strictly implement the spirit of the Central Eight Point Regulations, and resolutely oppose the "Four Winds", especially formalism and bureaucracy;

  

(7) Strengthen the discipline construction of the Party, fulfill the main responsibility of building a clean and honest government, and support the disciplinary inspection and supervision organs in fulfilling their supervisory responsibilities;

  

(8) Promote the establishment of regulations and systems, establish and improve a party building work system that reflects the requirements of the Party Central Committee, conforms to the characteristics of the unit, is relatively complete, and is practical and effective, and ensure its implementation.

  

The Party group leads the work of the Party organizations of the organs and directly affiliated units, supports and cooperates with the Party's organ working committee in the unified leadership of the Party's work in this unit, and consciously accepts the guidance and supervision of the Party's organ working committee in fulfilling its main responsibility for party building in the organs.

  

The Secretary of the Party Group must conscientiously fulfill the responsibility of being the first person responsible for Party building, and other members of the Party Group must carry out Party building work within their scope of responsibility in accordance with the requirements of "one position, two responsibilities".

  

Article 19: The Party group shall strengthen its leadership over the united front work of its own unit and the work of trade unions, Communist Youth League, women's federations and other mass organizations, attach importance to the cultivation and utilization of non Party cadres and talents, better unite and lead non Party cadres and the masses, gather all aspects of wisdom, and complete the tasks assigned by the Party Central Committee and higher-level Party organizations.

  

Article 20: The party group of a unit that implements dual leadership and is primarily led by higher-level unit leaders may discuss and decide on important matters such as the planning and deployment of the system's work, institutional settings, management of the cadre team, and party building。

  

When the party group of state-owned enterprises discusses and decides on major matters, it should comply with laws and regulations such as the Company Law of the People's Republic of China and the Enterprise State owned Assets Law of the People's Republic of China, and be connected with the company's articles of association. Major business management matters must be studied and discussed by the party group before being decided by the board of directors or management.

  

Article 21: The Secretary of the Party Group shall preside over the comprehensive work of the Party Group, be responsible for convening and presiding over Party Group meetings, organizing Party Group activities, and issuing Party Group documents.

  

The Deputy Secretary of the Party Group and other members of the Party Group shall, in accordance with the decisions of the Party Group, be responsible for relevant work and exercise relevant powers as authorized.

  

When the Party Secretary is vacant, the higher-level Party organization may designate the Deputy Party Secretary or other members of the Party Group to preside over the daily work of the Party Group.

  

Article 22: The Party group and its members shall consciously strengthen their own construction, firmly adhere to political beliefs, enhance the "Four Consciousnesses", firmly adhere to the "Four Confidences", and achieve the "Two Maintenances". They shall take political life within the Party seriously, strictly abide by the Party's discipline and rules, promote the Party's excellent traditional style of work, continuously improve their leadership skills, dare to take responsibility, and consciously accept supervision, Set an example in deepening the study and implementation of Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era, maintain high consistency with the Party Central Committee centered around Comrade Xi Jinping, and firmly implement the decisions and deployments of the Party Central Committee.

 

  Chapter 4 Organizational Principles

 

Article 23: The Party group and its members must always maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the core in terms of political stance, political direction, political principles, and political path. They must resolutely implement the decisions and deployments of the Party Central Committee and the decisions of higher-level Party organizations. Any work department of the Party group must be based on the implementation of the spirit of the Party Central Committee, firmly uphold the core position of Xi Jinping, and firmly uphold the authority and centralized and unified leadership of the Party Central Committee.

  

Article 24: In the process of fulfilling their duties, the following party groups must not only obey the leadership of the party organization that approved their establishment, but also accept the leadership or guidance of relevant party groups in accordance with regulations:

  

(1) The Party Group of the Standing Committee of the People's Congress, the Party Group of the Government, and the Party Group of the Chinese People's Political Consultative Conference shall respectively accept the leadership of the Party Group of the Standing Committee of the People's Congress, the Party Group of the Government, and the Party Group of the Chinese People's Political Consultative Conference;

  

(2) The party groups of government departments, government dispatched agencies, and government directly affiliated public institutions shall accept guidance and supervision from the government party group;

  

(3) The unit party group managed by the government work department shall accept the guidance and supervision of the department party group;

  

(4) The unit party group that implements dual leadership shall accept the leadership of the superior unit party group.

  

The Central Organization Department is responsible for macro guidance of party building work in state-owned enterprises nationwide, and in conjunction with the Party Committee of the State owned Assets Supervision and Administration Commission of the State Council, performs specific guidance functions for party building work in centrally managed enterprises. The Party Committee of the State owned Assets Supervision and Administration Commission of the State Council performs daily management responsibilities for party building work in centrally managed enterprises.

  

Article 25: The branch party group shall accept the leadership of the higher-level unit party group, and if the higher-level unit establishes an organ party group, it shall also accept the guidance of the organ party group.

  

Article 26: The leading party group shall, in accordance with the Regulations of the CPC on Requests for Instructions and Reports on Major Issues and other relevant provisions, request instructions and reports from the party organizations and other relevant party organizations that have approved their establishment.

  

The Party group of the Standing Committee of the People's Congress at or above the county level, the Party group of the government, the Party group of the Chinese People's Political Consultative Conference, the Party group of the court, and the Party group of the procuratorate shall, in accordance with regulations, request and report on their work to the Party committee at the corresponding level.

  

Article 27: When the Party group makes decisions on important issues, it shall fully solicit the opinions of the Party organizations of the organs and directly affiliated units, as well as the Party members and masses of the unit, as needed. Important situations shall be promptly reported. The Party group shall implement the disclosure of Party affairs in accordance with regulations.

  

Article 28: The Party group shall implement a collective leadership system. All matters within the scope of the responsibilities of the Party group must adhere to the principle of the minority obeying the majority, and be collectively discussed and decided by the Party group members. No individual or minority has the right to make decisions without authorization.

  

The Secretary of the Party Group shall take the lead in implementing democratic centralism and shall not surpass the organization or act arbitrarily. Other members of the Party group should actively provide opinions and suggestions on the matters discussed and decided by the Party group.

  

Members of the Party group must firmly obey the collective decisions of the Party group. If there are different opinions, they can declare reservations or report to the higher-level Party organization under the premise of resolute implementation, but they are not allowed to express different opinions in other occasions.

  

Article 29: Documents or articles published or reported in the name of the Party group, as well as speeches and reports made by Party group members on behalf of the Party group, shall be subject to collective discussion or approval by the Party group in advance. Members of the Party group shall obtain prior approval from the Party group or the Party secretary for publishing articles, works, or statements related to their work under their name.

  

The personal opinions expressed by members of the Party group during investigation, research, inspection and guidance work, or participation in other official activities shall comply with the relevant spirit of the Party Central Committee, higher-level Party organizations, and Party groups.

 

Chapter 5 Decision and Execution

 

Article 30: The Party group shall make decisions in accordance with the principles of collective leadership, democratic concentration, individual deliberation, and meeting decisions, and implement scientific, democratic, and lawful decision-making.

  

Article 31: Major decisions made by the Party group shall generally go through procedures such as investigation and research, soliciting opinions, and full deliberation, and shall be collectively discussed and decided in accordance with the rules.

  

The discussion and decision of the Party group on personnel appointment and removal matters shall be strictly carried out in accordance with relevant regulations such as the "Regulations on the Selection and Appointment of Party and Government Leading Cadres".

  

The Party group shall discuss and decide on important matters related to the establishment, adjustment, development, and punishment of Party members in grassroots Party organizations in strict accordance with the Party Constitution, Party regulations, and relevant regulations of the Party Central Committee.

  

Article 32: The decision-making of the Party group generally adopts the form of a Party group meeting. The Party group meeting is generally held once a month, and can be held at any time in case of important situations.

  

The agenda of the party group meeting shall be proposed by the party secretary, or determined by other members of the party group after comprehensive consideration by the party secretary. The agenda of the meeting should be notified in writing to the members of the Party group in advance.

  

Article 33: A party group meeting shall be held only when more than half of the members of the party group are present. More than two-thirds of the party group members must be present to discuss and decide on the appointment, removal, and punishment of party members for cadres. Members of the Party group who are unable to attend the meeting due to reasons should take leave before the meeting, and their opinions can be expressed in writing. If the agenda of the party group meeting involves oneself or their relatives or other situations that require avoidance, the relevant party group members shall avoid it.

  

According to work needs, when convening a party group meeting, members of the leadership team of the unit who are not members of the party group can be invited to attend as nonvoting delegates. The convener of the meeting may designate relevant personnel to attend the meeting based on the agenda. The party organization that approves its establishment may send representatives to attend the party group meeting as nonvoting delegates.

  

Article 34: Before submitting the agenda for the Party group meeting for voting, sufficient discussion should be conducted.

  

Voting can be conducted orally, on a show of hands, by secret ballot, or by secret ballot. If the affirmative vote exceeds half of the members of the party group who should be present at the meeting, it is considered approved. The written opinions of Party members who have not attended the meeting shall not be counted in the votes. The voting adopts the last speaker system for the conference host. If the meeting studies and decides on multiple matters, it shall be voted on item by item.

  

The Party group meeting shall be truthfully recorded by specialized personnel, and the decisions shall be recorded in minutes and archived for future reference in accordance with regulations.

  

Article 35: Once a decision is made by the Party group, it shall be resolutely implemented. The Party group should supervise and promote the leadership team of the unit to timely and comprehensively implement the Party group's decisions in accordance with the articles of association in accordance with the law. Members of the Party group should conscientiously implement the Party group's decisions within their scope of responsibilities.

  

The Party group should establish an effective mechanism for supervision, evaluation, and feedback to ensure the implementation of Party group decisions.

 

  Chapter 6 Nature of Party Group Party Committee

 

Article 36: The Party committee with the nature of a Party group refers to the leadership organization established by the Party in the leadership organs of the national work departments and relevant units that exercise centralized and unified leadership over their subordinate units, playing a leading role in their own units and systems.

  

The nature of a party committee is that it is directly approved and established by a higher-level party organization, which is different from local party committees and grassroots party committees elected by elections.

  

Article 37: The following national working departments and units may, with approval, establish party committees with the nature of party groups:

  

(1) A national work department that implements centralized and unified leadership over its subordinate units;

  

(2) A national work department authorized by the central government to exercise centralized and unified leadership over relevant units;

  

(3) National work departments with high political requirements, special job nature, and large system scale;

  

(4) The national work department that implements vertical management of subordinate units;

  

(5) Financial regulatory authorities;

  

(6) Managed financial enterprises.

  

Local state organs should generally establish party committees with the nature of party groups, which should correspond to central state organs.

  

Article 38: The establishment, change, and revocation of a party committee with the nature of a party group shall generally be approved by the Party Central Committee or the local party committee at the same level.

  

National work departments and party committees with the nature of party groups that implement centralized and unified leadership over subordinate units can be responsible for approving the establishment, change, and revocation of party committees with the nature of party groups in subordinate units, as authorized by the Party Central Committee.

  

The nature of the party group: The party committee may establish a working organization as needed and after approval according to the prescribed authority and procedures.

  

Article 39: In addition to fulfilling the relevant responsibilities of the party group as stipulated in Chapter 3 of these Regulations, the party committee shall also lead or guide the work of the party organization in its own system, discuss and decide on important matters such as the work planning and deployment, institutional setup, cadre team management, and party building of its subordinate units.

 

  Chapter 7 Supervision and Accountability

 

Article 40: Establish a system for the Secretary of the Party Group (Party Committee) to state responsibilities and report integrity. The party organization that approves the establishment of a party group (party committee) can listen to the report of the secretary of the party group (party committee) on the performance of their duties as needed, and strengthen the supervision and restraint of power operation.

  

Establish a system for assessing the performance of Party groups (Party committees) and their members, which is generally carried out by the Party organization that approves the establishment of Party groups (Party committees), with the participation of disciplinary inspection and supervision organs, relevant Party work organs, and Party organ working committees.

  

The unit party group (party committee) and its members who implement dual leadership and are mainly led by the superior unit can be assessed by the superior unit party group (party committee) in conjunction with the local party committee. The specific assessment work shall be carried out in accordance with the relevant regulations of the Party Central Committee.

  

The Party committee and its members of a vertically managed unit shall be assessed by the Party committee of the higher-level unit. If necessary, opinions from local Party committees can be solicited in accordance with regulations.

  

The implementation of these regulations by the Party group (Party committee) and its members shall consciously accept the supervision of disciplinary inspection and supervision organs, grassroots Party organizations of the unit, and party members and the masses, and be included in the scope of inspection and democratic evaluation of party members.

  

Article 41: The Party group (Party committee) and its members, relevant Party organizations and their staff shall strictly perform their duties in accordance with these regulations. Those who violate these regulations shall be given criticism and education, ordered to conduct inspections, admonished, criticized or transferred from their positions, ordered to resign, dismissed, demoted, etc. according to the severity of the circumstances, or punished in accordance with laws and regulations; Those suspected of committing crimes shall be investigated for criminal responsibility in accordance with the law.

  

If a collective violation of these regulations occurs, or if other members of the party group (party committee) commit serious violations of these regulations with gross negligence, the party group (party committee) secretary shall also be held accountable.

  

If the Party group (Party committee) makes significant decision-making mistakes, the members of the Party group (Party committee) who participate in the decision-making shall be subject to lifelong accountability.

  

If a member of the Party group (Party committee) clearly holds a negative or reserved attitude towards a major erroneous decision when discussing and deciding on relevant matters, the responsibility shall be exempted or reduced.

 

  Chapter 8 Supplementary Provisions

 

Article 42: The establishment and operation of party committees, government party groups, and sub party groups shall be governed by the relevant provisions of the party group, except as specifically provided for in these Regulations.

  

Article 43: The Party group (Party committee) shall formulate and improve work rules in accordance with these Regulations and in combination with actual situations.

  

Article 44: These Regulations shall be interpreted by the Central Organization Department in conjunction with the Central General Office.

  

Article 45: These regulations shall come into effect on April 6, 2019. The Regulations on the Work of the Party Leadership Group of the CPC (for Trial Implementation) issued by the Central Committee of the Communist Party of China on June 11, 2015 shall be repealed at the same time. Other relevant party group (party committee) regulations, if inconsistent with these regulations, shall be implemented in accordance with these regulations.
