The notice requires that every party member, regardless of their position, must accept the education and management of the party organization in accordance with the requirements of the party constitution and the provisions of the "Regulations". Party committees and groups at all levels should regard the education and management of party members as a major political responsibility, take effective measures, strictly implement the Regulations, enhance pertinence and effectiveness, and prevent formalism. Chapter 1 General Provisions

 

  Article 1 In order to deeply study and implement Xi Jinping's thought of socialism with Chinese characteristics for a new era, strengthen the education and management of party members, improve the quality of party member team building, and maintain the progressiveness and purity of party members, these Regulations are formulated in accordance with the Constitution of the CPC and relevant intra party laws and regulations.

 

Article 2: The education and management of party members is a fundamental and regular work of party building. Party organizations should strengthen the education and management of party members, guide them to firmly adhere to the lofty ideals of communism and the common ideal of socialism with Chinese characteristics, enhance the "four consciousnesses", firmly adhere to the "four confidences", achieve the "two safeguards", enhance party spirit, improve quality, conscientiously fulfill obligations, correctly exercise rights, and fully play the role of vanguard and model.

 

Article 3: The education and management of party members shall be guided by Marxism Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the Three Represents, the Scientific Outlook on Development, and Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era. The Party shall implement the general requirements for party construction in the new era and the organizational line of the Party in the new era, adhere to the combination of education, management, supervision, and service, and promote the normalization and institutionalization of "two studies and one action" learning and education, Continuously enhance the pertinence and effectiveness of party member education and management, and strive to build a team of party members who are politically qualified, disciplined, morally qualified, and play a qualified role.

 

Article 4: The education and management of party members shall follow the following principles:

 

(1) Adhere to the principle of Party management and strict governance, and implement strict requirements throughout the entire process and all aspects of Party member education and management. Party member leaders and cadres should take the lead in receiving education and management;

 

(2) Adhere to the leadership of the Party's political construction, highlight the education of Party spirit and political theory, guide Party members to abide by the Party Constitution, Party rules, and Party discipline, and not forget their original intention and mission;

 

(3) Adhere to focusing on the center and serving the overall situation, pay attention to the quality and effectiveness of Party member education and management, and ensure the implementation of the Party's theory, line, principles, policies, and decisions and deployments of the Party Central Committee;

 

(4) Adhere to starting from reality, strengthen classification guidance, respect the main position of party members, and fully leverage the role of party branches in directly educating, managing, and supervising party members.

 

Chapter 2: Learning and Implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era

 

Article 5: Arming the entire Party with Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era shall be the primary political task of Party member education and management, guiding Party members to fully understand the significant significance of learning and implementing Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era, and consciously learn, understand, understand, and implement it.

Article 7: Adhere to the combination of centralized education and regular education, organize training and individual self-study, and adopt methods such as centralized rotation training, party committee (party group) theoretical learning center group learning, theoretical lectures, organizational life, and online learning and training to form a long-term mechanism for Xi Jinping's ideological learning and education of socialism with Chinese characteristics in the new era, and promote deep understanding and integration of party member studies.

 

Article 8: Promote the Marxist learning style of integrating theory with practice, guide Party members to put themselves in, put their responsibilities in, and put their work in, apply what they have learned, integrate knowledge and action, improve their political standing, strengthen their responsibility, enhance their strong skills, do their own work well, and consciously become a firm believer and loyal practitioner of Xi Jinping's new era socialism with Chinese characteristics ideology.

Chapter 3 Basic Tasks of Party Member Education

Article 11: Strengthen the education of Party Constitution, Party rules, and Party discipline, guide Party members to remember the oath of joining the Party, adhere to the standard of qualified Party members, consciously abide by Party discipline, take the lead in practicing socialist core values, cultivate noble moral character, and cultivate a good ideological style, academic style, work style, life style, and family style. Article 13: Conduct education on revolutionary traditions, guide Party members to learn about Party history, national history, reform and opening up history, socialist development history, and excellent traditional Chinese culture, remember the Party's struggle process, carry forward the Party's fine traditions, inherit the red gene, practice the values of Communists, and stimulate patriotic enthusiasm.

 

Article 14: Conduct situation and policy education, focusing on the implementation of major decisions of the Party and the state, promoting the implementation of major tasks, preaching the Party's line, principles, and policies, interpreting the world and national conditions of the Party, responding to the concerns of Party members, guiding them to correctly understand the situation, and integrating their thoughts and actions into the requirements of the Party Central Committee.

 

Article 15: Emphasis should be placed on knowledge and skill education. According to the job responsibilities and work needs of party members, organizations should guide them to learn and master business knowledge, scientific and technological knowledge, practical technology, etc., help them improve their comprehensive quality and performance ability, and enhance their service skills.

 

Chapter 4 Main Methods of Daily Education and Management for Party Members

 

Article 16: The Party branch shall apply the "three meetings and one lesson" system to regularly educate and manage Party members. Party members should attend party meetings, party group meetings, and attend party classes on schedule, engage in learning and exchange, and report on their thoughts, work, and other situations. Party members and leading cadres should participate in dual organizational life.

 

The Party branch shall hold a themed Party Day once a month, which is close to the ideological and practical work of Party members, and organize Party members to concentrate on learning, live organizational life, engage in democratic discussions, and provide volunteer services.

 

Party members should pay party fees on schedule. Party organizations should do a good job in collecting, using, and managing party fees.

 

Article 17: The Party branch shall hold at least one organizational life meeting every year, and may also hold it at any time according to work needs, usually in the form of a Party member meeting, a Party branch committee meeting, or a Party group meeting.

 

Article 18: Party branches generally conduct democratic evaluation of party members once a year. The party branch shall hold a party member meeting and organize party members to conduct evaluations in accordance with the procedures of individual self-evaluation, party member mutual evaluation, and democratic evaluation. The Party branch committee meeting or Party member assembly shall provide evaluation opinions based on the evaluation results and the daily performance of Party members.

 

Democratic evaluation of party members can be conducted in conjunction with organizational life meetings.

 

Article 19: Grassroots party organizations shall pay attention to analyzing the ideological and psychological status of party members, and party organization leaders shall regularly have heart-to-heart conversations with party members, and carry out targeted ideological and political work.

 

Article 20: The municipal, county or grassroots party committees shall organize centralized rotation training for party members every year, mainly relying on county-level party schools (administrative schools), grassroots party schools, etc. Based on the key tasks of career development and party building, combined with the central work of the local department and unit, and the actual situation of party members, determine the training content and methods. The annual centralized learning and training time for party members is generally not less than 32 class hours.

 

Article 21: Party organizations shall, in accordance with the requirements of the Central Committee of the Party, organize Party members to seriously participate in centralized learning and education within the Party, guide Party members to focus on the theme of learning and education, deeply study the Party's innovative theories, and find solutions to their outstanding problems.

 

Provincial party committees and industry system party organizations can timely carry out specialized learning and education based on the ideological status of party members and the needs of party building.

 

Article 22: Party organizations shall fully play the vanguard and exemplary role of Party members, and combine them with the actual situation of different groups of Party members. By setting and learning from the examples around them, they shall establish Party member demonstration positions and Party member responsibility areas, carry out post setting and responsibility determination, and promise fulfillment, etc., guide Party members to do their job well, do practical work, take the lead, strive for excellence, and be brave in connecting with and serving the masses and completing major tasks, Be visible in ordinary times, able to stand out at critical moments, and able to stand out in critical moments.

 

Encourage and guide party members to participate in volunteer services. Party members should actively participate in the volunteer service activities carried out by the Party organization, and can also carry out volunteer service activities on their own.

 

Article 23: Party organizations shall adhere to the unity of strict education and management, enthusiasm, love, and care, and encourage, care, and assist Party members in politics, ideology, work, and life.

 

Adopting flexible methods to provide education and management services based on the physical, residential, and family conditions of veteran party members, organizing them to participate in the party's organizational life, and playing their best role. For party members who are elderly, weak, unable to move, seriously ill, or even disabled, there are no mandatory requirements for organizing activities and conducting learning and education. Party organizations provide more care and care through sending students to their homes, visiting and comforting them.

 

Chapter 5 Management of Party Membership and Party Member Organization Relations

 

Article 24: A probationary party member who has been approved by the Party branch party meeting and accepted by the grassroots party committee shall obtain party membership from the date of approval.

 

For party members who go abroad for personal reasons and have settled abroad for a long time, and those who have studied abroad for more than 5 years but have not returned, their party membership is generally suspended. The decision to suspend party membership shall be made by the party organization that retains its organizational relationship in accordance with relevant regulations.

 

For party members who have lost contact with the party organization for more than 6 months and have not found contact through various means, their party membership shall be suspended. The decision to suspend party membership shall be made by the party branch or higher-level party organization in accordance with relevant regulations. If it is indeed impossible to obtain contact after two years of ceasing party membership, it shall be removed from the party according to the principle of self withdrawal.

 

For party members who have ceased their party membership, if they meet the conditions, they can restore their party membership according to the prescribed procedures. For those who are advised to withdraw from the Party, do not withdraw from the Party, voluntarily withdraw from the Party, withdraw from the Party, or be expelled from the Party, their Party membership cannot be restored in principle. Those who meet the conditions can rejoin the Party.

 

Article 25: The organizational relationship of party members refers to the subordinate relationship of party members to the grassroots organizations of the party.

 

Each party member must be incorporated into a branch, group, or other specific organization of the party. Party members who have a fixed work unit and have established a party organization are generally included in the party organization of their unit. Party members who do not have a fixed work unit or have no party organization established by the unit are generally included in their regular residence, public employment and talent service institutions, parks, buildings, and other party organizations.

 

If the work unit or habitual residence of a party member changes, or if the party member has been away for more than 6 months to study, work, or live, and the location is relatively fixed, the organizational relationship shall be transferred. Grassroots party committees with the authority to approve probationary party members can directly transfer and accept party member organizational relationships across the country. When the party organization accepts the relationship between party members and organizations, if necessary, appropriate methods can be taken to check the party member files. For party members whose organizational relationships have been transferred but have not yet been accepted, the original party organization still bears management responsibility. Party organizations shall not unreasonably refuse to transfer or refuse to accept party member organizational relationships.

 

Article 26: For party members who do not have personnel files, the grassroots party committee with the authority to approve probationary party members shall establish party member files, which shall be kept by the party committee or the organizational department of the party committee at or above the county level.

 

Where conditions permit, electronic management of party member archives shall be implemented.

 

Chapter 6 Supervision and Organizational Disposition of Party Members

 

Article 27: Party organizations shall, through various means such as strict organization of daily life, listening to the opinions of the masses, and inspecting the work of Party members, supervise the compliance of Party members with the Party Constitution, Party rules, especially political discipline and rules, the compliance with the Constitution, laws, regulations, and moral standards, the participation in organizational life, the fulfillment of Party member obligations, the contact with the masses, and the play of vanguard and exemplary roles.

 

Article 28: If any party member is found to have a tendency towards ideological, work, life, work style, and discipline issues, as well as if the masses have negative reactions to them, the party organization leader shall promptly remind and talk to the party member, and seize the small issues early and prevent them from getting too small.

 

Article 29: If a party member fails to participate in the party's organizational life in accordance with regulations, fails to pay party fees on time, moves to other places for work and life without actively maintaining contact with the party organization, or has other behaviors that do not comply with the party's requirements, and the circumstances are relatively minor, the party organization shall adopt appropriate methods to promptly criticize and educate them, and help them improve and improve.

 

Article 30: For party members who lack revolutionary will, fail to fulfill their obligations as party members, and do not meet the requirements of party members, but are able to correctly understand their mistakes, willing to accept education and management, and determined to make corrections, the party organization shall make a deadline for correction, which shall not exceed one year. Party members who are given a deadline for correction shall take measures to assist and educate them.

 

Article 31: If a party member falls under any of the following circumstances, he/she shall be expelled according to the prescribed procedures:

 

(1) Those who lack ideals and beliefs, waver in their political stance, and have lost their qualifications as party members shall be expelled;

 

(2) Those who believe in religion and have not changed their education with the help of party organizations shall be advised to withdraw from the party, and those who do not withdraw shall be expelled;

 

(3) Those who propose to withdraw from the Party due to ideological degeneration and persist in withdrawing after education shall be expelled;

 

(4) Those who threaten to withdraw from the Party in order to achieve their personal goals and refuse to change after education shall be advised to withdraw from the Party, and those who refuse to do so shall be expelled;

 

(5) If there is no change after the deadline for correction expires, persuade them to withdraw from the Party, and those who refuse to do so will be expelled;

 

(6) Those who, without justifiable reasons, do not participate in the Party's organizational life for 6 consecutive months, do not pay Party dues, or do not perform the work assigned by the Party shall be expelled as if they have voluntarily left the Party.

 

Party discipline punishment shall be given to Party members who violate Party discipline in accordance with the Regulations of the CPC on Disciplinary Punishment.

 

Chapter 7 Management of Mobile Party Members

 

Article 32: Grassroots party organizations shall strengthen the management of mobile party members. For mobile party members who have been away for more than 6 months and have not transferred organizational relationships, they shall maintain regular contact, follow up on education, training, management services, and other work. In areas where mobile party members are relatively concentrated, local party organizations can rely on parks, chambers of commerce, industry associations, and offices stationed in other places to establish mobile party member organizations.

 

The local party organizations should assist in the daily management of mobile party members. According to the way in which one party belongs to the organizational relationship and participates in multiple organizational lives, mobile party members can participate in organizational life nearby. Party and mass service centers such as townships, streets, villages, communities, and parks should be open to mobile party members. Mobile party members can participate in democratic evaluation in the local party organization or mobile party member party organization.

 

For mobile party members who meet the conditions for transferring organizational relationships, the party organizations in the outflow and inflow areas should connect and do a good job of transferring.

 

Article 33: Rural party branches shall have designated personnel responsible for maintaining contact with mobile party members. The township party committee should grasp the basic situation of mobile party members, guide and supervise the party branch to strengthen daily education and management. Organize mobile party members to participate in organizational life or educational training by taking advantage of opportunities such as concentrated return to their hometowns. Mobile party members with good political qualities and the ability to become wealthy should be promptly included in the training of village reserve forces.

 

Urban community party organizations should guide mobile party members who reside in different places to report to the local party organization, consciously participate in the activities of the local party organization, and accept the management of the party organization. Guide and assist party members who settle in different places to transfer their organizational relationships in a timely manner.

 

The party organizations of public employment and talent service institutions should establish and improve the party organizations of mobile talent party members, streamline the organizational relationships of mobile talent party members, and strengthen and improve the daily education and management of mobile talent party members.

 

Article 34: University party organizations shall continue to fulfill their management responsibilities for mobile party members of university graduates whose organizational relationships are retained in the school. The retention period of party member organizational relationships generally does not exceed 2 years, and those who meet the conditions for transferring out organizational relationships are promptly transferred out.

 

For studying and researching Party members abroad, their organizational relationship shall be maintained by the Party organization of the original university or workplace, and they shall be contacted at least once every six months. After returning to study abroad, Party members shall resume their organizational life in accordance with regulations.

 

Chapter 8 Informationization of Party Member Education Management

 

Article 35: Adapt to the requirements of the times, fully utilize internet technology and information technology, improve the education and management of party members, promote the deep integration of traditional advantages of grassroots party building and information technology, and continuously improve the modernization level of party member education and management.

 

Article 36: Overall planning and integration of resources, improvement of the Party member information database, strengthening the construction of the national Party member management information system, promoting the innovative development of modern remote education and electronic education for Party members and cadres, promoting the integrated construction of platforms such as Party member education management websites and mobile clients, establishing an online platform for Party spirit education bases, and creating a network platform for the organic integration of Party affairs, government affairs, and services.

 

Article 37: Adhere to the combination of online and offline, relying on the information platform for party member education and management, carry out business applications such as party member information management, party organization activity guidance management, mobile party member management services, development party member management, and party fee management, and provide online learning and training, transfer organizational relationships, participate in party affairs, and care and assistance services for party members.

 

Pay attention to the use of information data, conduct real-time analysis and judgment on the status of the party member team and the education and management of party members, timely identify problems, and continuously improve work.

 

Article 38: Party members shall actively learn and use the internet, rely on various Party member education and management information platforms, actively participate in online learning and training, seriously participate in the activities of the Party organization, and consciously accept the education and management of the Party organization. Propagandize the Party's theory, line, principles, and policies to the masses through the internet, listen to their opinions, and connect with and serve the masses.

 

Party organizations should educate and guide Party members to strictly regulate online behavior, dare to fight against erroneous statements online, and not produce, publish, or disseminate information content that violates Party discipline and national laws and regulations.

 

Chapter 9 Organizational Leadership and Work Security

 

Article 39: Under the leadership of the Central Committee of the Communist Party of China, led by the Central Organization Department, with the participation of the Central Commission for Discipline Inspection, the National Supervision Commission, the Central Propaganda Department, the Central Party School (National Administrative College), the Central and State Organ Working Committees, the Party Group of the Ministry of Education, and the Party Committee of the State owned Assets Supervision and Administration Commission of the State Council, a national coordination group for the education and management of Party members shall be established, responsible for the planning, deployment, organization, coordination, inspection, and guidance of the education and management of Party members nationwide, The coordination group office is located in the Central Organization Department. The Party Group of the Ministry of Education is mainly responsible for providing macro guidance on the education and management of Party members in higher education institutions.

 

The Party Committee of the State owned Assets Supervision and Administration Commission of the State Council is mainly responsible for the education and management of party members in the enterprises under its supervision.

 

The organizational departments of local party committees at all levels, as well as disciplinary inspection and supervision organs, party committee propaganda departments, party schools (administrative colleges), government work committees, education work committees, and party committees of the State owned Assets Supervision and Administration Commission, are responsible for the education and management of party members in accordance with their functional responsibilities.

 

Article 40: Local party committees at all levels and departmental party groups (party committees) shall lead the education and management of party members in their respective departments and units, implement the guidelines, policies, and deployment requirements of the Party Central Committee on party member education and management, regularly study the education and management of party members, analyze the status of the party member team, and propose targeted work measures.

Article 41: Grassroots party committees in townships, streets, state-owned enterprises, universities, and other areas shall be equipped with a certain number of full-time and part-time organizational members in accordance with regulations. The organizational departments of the party committees at or above the county level shall provide business guidance and management, and shall be responsible for guiding and supervising the development of party members and the education and management of party members.

 

Implement the appointment system for party member education lecturers, and party committees at or above the county level select party member education lecturers from outstanding party school teachers, grassroots party organization secretaries, advanced model figures, party affairs workers, experts and scholars, practical technical talents, retired cadres, and other personnel.

 

Strengthen the construction of county-level party schools (administrative schools) and grassroots party schools. County level party schools (administrative schools) should make centralized training of party members an important task. Organize and arrange Party member education instructors to give lectures at the grassroots level in a planned manner. Article 42: The funds for the education and management of party members shall be included in the local financial budgets at all levels, and shall be allocated based on the number of party members in accordance with the actual situation, with a focus on ensuring that grassroots party organizations such as rural, community, non-public economic and social organizations, public employment and talent service institutions carry out party member education and management, and form a stable funding guarantee mechanism. The party fees retained by party committees at all levels are mainly used for educating and training party members, and supporting grassroots party organizations in carrying out organizational activities. Strengthen funding support for the education and management of party members in revolutionary old areas, ethnic areas, border areas, and poverty-stricken areas.

 

Article 43: Party committees and groups at all levels shall strengthen the inspection and assessment of the education and management of party members. The grassroots party committee takes the education and management of party members as an important part of reporting work to higher-level party organizations every year. In the review and assessment of grassroots party building work, evaluate the leadership of party organizations in their efforts to educate and manage party members. In conducting annual and term assessments, higher-level party organizations should assess and inspect the education and management of party members in lower level party organizations.

 

Those who neglect their duties and responsibilities in the education and management of party members shall be held accountable and held accountable in accordance with relevant regulations.

 

Chapter 10 Supplementary Provisions

 

Article 44: The regulations on the education and management of party members of the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be formulated by the Central Military Commission in accordance with these Regulations.

 

Article 45: The Central Organization Department shall be responsible for the interpretation of these Regulations.

 

Article 46: These regulations shall come into effect on May 6, 2019.
