As is well known, obtaining a driver's license in Europe is both expensive and time-consuming. However, if a person cannot obtain a driving license, it is also very inconvenient for many people who are accustomed to driving and enjoy driving on their own. To facilitate self driving of Chinese and French personnel to each other's countries and further promote economic and trade cooperation and personnel exchanges between the two countries, the Chinese and French governments signed the "Agreement on Mutual Recognition and Replacement of Motor Vehicle Driving Licenses between the Government of the People's Republic of China and the Government of the French Republic" (hereinafter referred to as the "Agreement on Mutual Recognition and Replacement of Motor Vehicle Driving Licenses between China and France") for the first time on February 21, 2017.


As is well known, obtaining a driver's license in Europe is expensive and time-consuming. But if one cannot obtain a driver's license, it is also very inconvenient for many people who are accustomed to driving and enjoy driving themselves. Therefore, in order to facilitate the travel of Chinese and French personnel by car in the other country, and further promote economic and trade cooperation and personnel exchanges between the two countries, the governments of China and France signed the "Agreement between the Government of the People's Republic of China and the Government of the French Republic on Mutual Recognition and Replacement of Motor Vehicle Driving Licenses" (referred to as the "Agreement on Mutual Recognition and Replacement of Driver Licenses between China and France") for the first time on February 21, 2017. In April of this year, the agreement had completed the legislative process in France, received unanimous approval from the National Assembly, and officially came into effect on August 17th.

 

The Traffic Management Bureau of the Ministry of Transport of China has announced that according to the agreement, both China and France recognize the valid driver's license issued by the other party, and one party allows personnel holding the other party's national driver's license to directly drive within its territory or obtain a driver's license without a test. The main content is summarized as follows:

 

1、 The main contents of the agreement include:

 

Both parties acknowledge the valid driver's license issued by the other party, and one party allows individuals holding a driver's license from the other party's country to drive directly within their territory or obtain a driver's license without a test.

 

(1) For those who temporarily enter the other party's territory for no more than one year, mutual recognition of their driver's licenses shall be achieved. Those who temporarily enter France can drive directly with their Chinese driver's license and translation, without the need for a new license; Those who temporarily enter China can obtain a temporary driving permit with a French driver's license and translated documents, and are exempt from physical examinations and exams. The approved driving models for mutual recognition of driver's licenses include medium-sized buses, large trucks, small cars, and motorcycles.

 

(2) For those who have resided in the other country for more than one year, the driver's licenses of both parties can be exchanged without a test. A citizen or resident of one party who holds a driver's license and translation, as well as a passport, visa, or residence permit, can directly obtain a driver's license from the other party's country without taking the test. The approved driving models for driver's license renewal without test include small cars and motorcycles.

 

(3) For international students, both parties will provide equal preferential policies. During the period of working and studying in France, Chinese international students can directly drive a motor vehicle of the corresponding approved driving model with their Chinese driver's license and translated documents; During the period of working or studying in China, French international students can obtain a Chinese driver's license for the corresponding approved driving model without taking the test.

 

2、 The significance of the Sino French Mutual Recognition and Redemption Agreement

 

After the driver's licenses issued by the countries of China and France can be exchanged without examination, they will directly benefit overseas Chinese in France, as well as those traveling, studying abroad, working, and visiting relatives in the other country. This move is conducive to facilitating the driving of citizens from both countries abroad, promoting police cooperation between the two countries, and is of great significance for deepening economic and trade cooperation, cultural exchanges, and personnel exchanges between China and France.

 

3、 Who needs to renew their French driver's license? How to exchange?

 

If you stay in France for less than one year (such as traveling or business trips), you can use a Chinese driver's license without the need to obtain a new French driver's license. But Chinese driver's licenses require a certified French translation.

 

If a Chinese international student is traveling in France, they can use their Chinese driver's license during their study period without the need to obtain a new French driver's license. But Chinese driver's licenses require a certified French translation.

 

If it does not fall into the above two situations, a new French driver's license is required.

 

The application conditions are as follows:

1. Holding a valid Chinese driver's license (not temporarily detained, detained, or revoked)

2. Chinese driver's license must be accompanied by a certified French translation (in China) or a translation certified by the French Court of Appeal

3. Holding a valid French residence permit (proof of residence in France within 6 months)

 

License renewal period:

Holding the first French residence card: Apply during the first year from the date of obtaining the first residence card;

 

Long term visa holding an equal residence permit: Apply for the first year from the date of issuance of the long term visa by Ofii.

 

4、 Precautions

 

1. Applicants holding a Chinese driver's license must have a driver's license issued by the People's Republic of China after April 1, 2008, and the applicant is willing to reside in France for more than one year in order to obtain a new French driver's license; Applicants must submit their application within one year after obtaining their first official residence permit in France.

 

2. For individuals who hold a French driver's license and wish to obtain a Chinese driver's license in China, they must hold a driver's license issued by France after September 16, 2013 that meets EU standards.

 

3. There are many differences in traffic regulations between China and France, and it is recommended that Chinese driver's license holders should familiarize themselves with French traffic regulations in advance when driving in France.

 

5、 Which other countries can Chinese driver's licenses be used in

 

Previously, China had already achieved mutual recognition and exchange of driver's licenses with the United Arab Emirates and Belgium, and signed agreements with Serbia for mutual recognition and exchange of driver's licenses. In many other countries, Chinese driver's licenses can also be used for a short period of time, ranging from a few days to a year, including the United States, Canada, New Zealand, the United Kingdom, Germany, Sweden, Portugal, etc. Next, the Ministry of Public Security, together with the Ministry of Foreign Affairs and other departments, will further expand the scope of mutual recognition and replacement of driver's licenses between China and other countries and regions, continuously improve the international recognition and recognition of China's driver's licenses, and make it more convenient for Chinese citizens to travel abroad.
