The system of estate administrators is a major highlight of China's Civil Code. The establishment of this system is of great significance for protecting the interests of inheritors, ensuring fair distribution of inheritance, safeguarding the legitimate rights and interests of estate creditors, and protecting the inheritance that has not been inherited. The establishment of a database of recommended lists of heritage administrators plays a crucial role in the implementation of the heritage administrator system, regulating the service behavior of heritage administrators, and better safeguarding the rights and interests of inheritors and stakeholders. In September 2021, multiple notarial institutions across the country jointly signed and launched the "Heritage Manager Recommendation and Mutual Recognition Plan". As one of them, the Guangzhou Nanyue Notary Office issued a notice on the selection of heritage managers for storage on October 8, 2021.

After independent application, preliminary review, reexamination, and joint review of mutual recognition plans, on December 30, 2021, the first batch of heritage administrators (institutions) were publicly announced by the Southern Guangdong Notary Public Office in Guangzhou, Guangdong Province. Guangdong Legal Shengbang Law Firm (hereinafter referred to as "the Firm" or "Legal Shengbang") successfully entered the database, and the validity period of the inventory is from December 30, 2021 to December 29, 2024.

During the seminar, the unveiling ceremony of the Heritage Management Center was successfully held, becoming the earliest law firm in the country to establish a Heritage Management Center. The Heritage Management Center has developed the "Heritage Management Legal Service Product".
