Party History Centennial Daily Reading - October 12

Mao Zedong made a political report entitled "On the New Stage" at the Sixth Plenary Session of the Sixth CPC Central Committee of the Expanded Communist Party of China (CPC). The report correctly analyzed the situation of the anti-Japanese war, set out the Party's tasks in the new phase of the war, and carried out a comprehensive strategic plan for realizing the Party's leadership of the anti-Japanese war.


October 12-14, 1938  

Mao Zedong delivers a political report entitled "On the New Stage" at the Sixth Plenary Session of the Sixth CPC Central Committee of the Expanded Communist Party of China (CPC). The report correctly analyzed the situation of the anti-Japanese war, stipulated the tasks of the Party in the new phase of the war, and made a comprehensive strategic plan for the realization of the Party's leadership in the war against Japan. The question of "the position of the CPC in the national war" put forward in the report pointed out the direction for the whole Party to know clearly and take up seriously the great historical responsibility of the CPC in leading the war of resistance against Japan; the assertion of "the Chineseization of Marxism" put forward in the report was the basis of his argument that "the Chineseization of Marxism" was the first step towards the realization of the Party's leadership of the war of resistance against Japan. The assertion of "the Chineseization of Marxism" put forward in the report is one of his most important contributions to the Chinese revolution. The report consisted of eight parts: the Fifth Plenary Session to the Sixth Plenary Session; a summary of the fifteen months of the War of Resistance; a new stage in the development of the national war of resistance against Japan and the united front of the anti-Japanese nation; the immediate and urgent task of the whole nation; the long war and the long cooperation; the war of resistance against invasion in China and the world's antifascist movement; the CPC's position in the war of resistance against Japan; and the convening of the Party's Seventh Congress. This report was published in the fifty-seventh issue of Liberation, published that year, and later in a single volume. A part of it was included in the second volume of the Selected Works of Mao Zedong under the title "The Position of the Chinese Communist Party in the National War".

October 12, 1945  

Mao Zedong drafts instructions for the CCP Central Committee to various regions. The instructions point out that the Double Ten Nationalist-Communist Agreement is announced today. Although the basic policy of peace has been laid down, many localized and large-scale military conflicts are still unavoidable for the time being. Apart from Guangdong, Hubei, Hubei, Henan, Zhejiang and Southern Jiangsu where the stubborn armies are attacking us, the stubborn armies along the Ping-Han, Jin-Pu, Tong-Pu and Zheng-Tai Roads are making large-scale attacks on us, and the battles for Bei-Ning, Jiao-Ji-Ji and Ping-Sui-Tai Roads are also coming, so our side must pay full attention to overcoming these attacks and must not be lax in its efforts. The question of the liberated areas has not been resolved in the present negotiations and will have to be seriously fought over. If this extremely important issue is not resolved, the whole situation of peaceful nation-building will not be realized. The principle that the army in the liberated areas must remain intact is unshakable. At present we are not talking about the question of organizing the troops, but when the organization is to be carried out in the future, we will have our own way of achieving the goal of preserving every gun and every bullet. In the past, the Central Committee instructed the localities to expand the plan of integrating the main force of the army and to continue to carry it out unchanged. The question of the Northeast was not raised in the present negotiations, and all the established plans of the Party are being carried out as usual.

The Political Bureau of the Communist Party of China (CPC) Central Committee conducts the 27th collective study on the global governance pattern and global governance system. Xi Jinping, while presiding over the study, emphasized that the fundamental purpose of our participation in global governance is to serve the realization of the "two hundred years" goal and the Chinese dream of the great rejuvenation of the Chinese nation. We should take stock of the situation, try to seize the opportunities and properly address the challenges, coordinate the domestic and international situations, and promote the development of the global governance system in a more just and reasonable direction, so as to create more favorable conditions for China's development and world peace. 

He emphasized that with the increase in global challenges, it has become a general trend to strengthen global governance and promote changes in the global governance system. This is not only about responding to global challenges, but also about setting rules and directions for the international order and system; it is not only about the competition for the developmental high ground, but also about the status and role of countries in the long-term institutional arrangements of the international order and system. Our concepts and initiatives, such as the Belt and Road Initiative, the establishment of a new type of international relations centered on win-win cooperation, adherence to the correct concept of righteousness and benefit, and the building of a community of shared destiny for humankind, are in line with the trend of the times, in line with the interests of all countries, and have increased the number of points of convergence between our country's interests and those of other countries. 

He pointed out that the various confrontations and injustices in today's world are not due to the obsolescence of the purposes and principles of the United Nations Charter, but precisely to their failure to be effectively realized. We should firmly uphold the international order and system centered on the purposes and principles of the United Nations Charter, safeguard and consolidate the victorious achievements of the Second World War, actively safeguard the open world economic system, and unequivocally oppose trade and investment protectionism. We should adhere to the national conditions of China, adhere to the positioning of developing countries, combine the protection of China's interests with the protection of the common interests of the vast number of developing countries, adhere to the balance of rights and obligations, and see not only the requirements of China's development for the world, but also the expectations of the international community for China. 

He emphasized the need to push for changes in the unjust and unreasonable arrangements in the global governance system, to push for international economic and financial organizations such as the International Monetary Fund and the World Bank to effectively reflect the changes in the international landscape, in particular to increase the representation and voice of emerging market countries and developing countries, to push for equality of rights, opportunities and rules in international economic cooperation among all countries, and to push for the democratization of the rules of global governance, We should promote equal rights, opportunities and rules in international economic cooperation, promote the democratization of the rules of global governance and the rule of law, and strive to make the global governance system reflect the will and interests of the majority of countries in a more balanced manner. It is necessary to promote the construction of new mechanisms and rules in the international economic and financial fields, emerging fields and regional cooperation in the periphery, to promote the construction and improvement of regional cooperation mechanisms, to strengthen regional cooperation in the periphery, and to enhance the international community's ability to respond to global challenges such as resource and energy security, food security, cyber-information security, responding to climate change, combating terrorism, and preventing major infectious diseases. 

He pointed out that changes in the global governance system cannot be separated from the leadership of the concept, and the rules of global governance, which reflect the requirements of greater justice and rationality, cannot be separated from the absorption of the fruits of various outstanding civilizations of mankind. It is necessary to promote the innovation and development of global governance concepts, actively explore the resonance between the positive ways of life and governance concepts of Chinese culture and the current era, continue to enrich the idea of building a community of human destiny, and carry forward the concept of global governance based on joint consultation, common building and sharing. It is necessary to strengthen capacity-building and strategic investment, enhance theoretical research on global governance, and attach great importance to the cultivation of talents in global governance.

1983

October 12 The CPC Central Committee and the State Council issued the Circular on the Separation of Government and Society and the Establishment of Township Government. By the end of 1984, the separation of government and society was basically completed nationwide.

1992

October 12-18 The 14th National Congress of the Communist Party of China (CPC) was held. The report adopted by the Congress, "Accelerating the pace of reform, opening up and modernization, and seizing greater victory in the cause of socialism with Chinese characteristics," sums up the Party's practical experience in the 14 years since the Third Plenary Session of the Eleventh Central Committee and decides to seize the opportunity to accelerate development; determines that the goal of China's economic reform is to set up a socialist market economy; and proposes that the Party be armed with the theories of Comrade Deng Xiaoping on the construction of socialism with Chinese characteristics. The Congress adopted the Constitution of the Communist Party of China (Amendment). The Congress adopts the Constitution of the Communist Party of China (Amendment), which incorporates Comrade Deng Xiaoping's theory of building socialism with Chinese characteristics and the Party's basic line at the primary stage of socialism into the Party Constitution.

1998

October 12-14 The Third Plenary Session of the 15th CPC Central Committee was held. The Plenum adopted the Decision on Several Major Issues Concerning Agricultural and Rural Work, putting forward the goal of building a new socialist countryside with Chinese characteristics by 2010.

2015

October 12 The CPC Central Committee and the State Council issued Several Opinions on Promoting Reform of the Price Mechanism. By the end of 2017, more than 97 percent of the prices of goods and services have been market-regulated.
