Recently, the Central Committee of the Communist Party of China issued the Regulations on the Publicity of Party Affairs of the CPC (for Trial Implementation) (hereinafter referred to as the Regulations) and issued a notice requiring all regions and departments to conscientiously abide by and implement them.

The notice emphasizes that promoting the openness of party affairs is a major measure to implement the spirit of the 19th National Congress of the Communist Party of China, firmly and comprehensively govern the party with strict discipline, and improve the party's governance ability and leadership level.

 

This is not only an important manifestation of our Party's "Four Confidences", but also an important way to enhance the "Four Consciousnesses" of the entire Party. It is of great significance for developing intra Party democracy, strengthening intra Party supervision, fully mobilizing the enthusiasm, initiative, and creativity of the entire Party, promoting the construction of socialist democratic politics, mobilizing and organizing the people to form the greatest unity and cohesion, and better implementing the Party's theory, line, principles, and policies. The formulation and promulgation of the "Regulations" have provided basic guidelines for doing a good job in party affairs publicity, marking that the party affairs publicity work has comprehensively embarked on an institutionalized, standardized, and procedural track.

 

The notice requires that party organizations at all levels should be guided by Xi Jinping's ideology of socialism with Chinese characteristics for the new era, firmly grasp the basic principle of party affairs openness, plan and promote party affairs openness in the practice of adhering to and developing socialism with Chinese characteristics in the new era, and promote the new great project of party building, and implement the requirements of adhering to and improving party leadership throughout the entire process and all aspects of party affairs openness.

 

We must conscientiously carry out the study and training of the Regulations, so that all party members and cadres can comprehensively and accurately grasp the basic spirit, main content, and work requirements of the Regulations. The theoretical learning center groups of Party committees (Party groups) at all levels should organize specialized studies, and Party schools, cadre colleges, and administrative colleges should incorporate the "Regulations" into their training courses. Each region and department should closely combine with reality, formulate an implementation plan for the "Regulations", compile a public directory of party affairs, and firmly implement it with a nail in the nail spirit. We need to strengthen the organizational leadership of party affairs disclosure work, establish a comprehensive coordination mechanism led by party committee leaders, led by the office, and participated by relevant departments, strengthen the construction of party affairs disclosure work institutions and personnel teams, and ensure the solid and effective implementation of party affairs disclosure work.

 

The full text of the Regulations of the CPC on the Publicity of Party Affairs (for Trial Implementation) is as follows:

 

Chapter 1 General Provisions

 

Article 1: These Regulations are formulated in accordance with the Constitution of the CPC in order to implement the spirit of the 19th National Congress of the Communist Party of China, promote comprehensive and strict governance of the Party, strengthen and standardize the work of making Party affairs public, develop inner-party democracy, strengthen inner-party supervision, enable the majority of Party members to better understand and participate in inner-party affairs, mobilize and organize the people to implement the Party's theories, lines, principles and policies, and improve the Party's ability to govern and leadership.

 

Article 2: The term "Party affairs disclosure" as used in these regulations refers to the disclosure by Party organizations of relevant affairs related to the implementation of Party leadership activities and the strengthening of Party building work, either within the Party or outside the Party, in accordance with regulations.

 

Article 3: These Regulations apply to the central, local, grassroots organizations of the Party, the disciplinary inspection organs, work organs of the Party, and other Party organizations.

 

Article 4: The disclosure of party affairs shall follow the following principles:

 

(1) Adhere to the correct direction. Adhere to maintaining the authority and centralized unified leadership of the Party Central Committee with Comrade Xi Jinping as the core, conscientiously implement Xi Jinping's Thought on Socialism with Chinese Characteristics for the New Era, firmly establish the "Four Consciousnesses", firmly adhere to the "Four Confidences", plan and promote the openness of Party affairs in the great practice of Socialism with Chinese Characteristics for the New Era, and implement the requirements of adhering to and improving Party leadership throughout the entire process and all aspects of Party affairs openness.

 

(2) Persist in promoting democracy. Ensure the democratic rights of party members, implement their right to know, participate, vote, and supervise, better mobilize the enthusiasm, initiative, and creativity of the entire party, respond to the concerns of party members and the masses in a timely manner, and promote implementation, supervision, and improvement through openness.

 

(3) Persist in being proactive and prudent. Pay attention to the connection and linkage between party affairs openness and government affairs openness, coordinate the work of party affairs openness at all levels and fields, generally first within the party and then outside the party, and implement it in a classified manner to achieve practical results.

 

(4) Adhere to regulations and laws. Respect the Party Constitution, govern the Party according to regulations, handle affairs in accordance with the law, scientifically regulate the content, scope, procedures, and methods of Party affairs disclosure, enhance seriousness and credibility, and continuously improve the institutionalization and standardization level of Party affairs disclosure work.

 

Article 5: Establish and improve a leadership system for party affairs disclosure under the unified leadership of the Party Central Committee, with local party committees responsible at different levels, and each department and unit responsible for its own responsibilities.

 

The General Office of the Central Committee is responsible for the specific work of the Party Central Committee's party affairs disclosure, and is responsible for coordinating, supervising, and guiding the entire party affairs disclosure work. The local party committee office (office) is responsible for the specific work of the party affairs disclosure of the local party committee, and is responsible for coordinating, supervising and guiding the party affairs disclosure work in the region. Each region and department should strengthen the construction of party affairs disclosure work institutions and personnel teams.

 

Article 6: Party organizations shall establish and improve working mechanisms for confidentiality review, risk assessment, information release, policy interpretation, public opinion guidance, public opinion analysis, emergency response, and other aspects of party affairs disclosure based on their responsibilities and tasks.

 

Chapter 2 Content and Scope of Disclosure

 

Article 7: The implementation of the Party's basic theory, basic line, and basic strategy, leadership of economic and social development, implementation of comprehensive and strict governance of the Party, strengthening of Party building, as well as the Party's organizational functions and institutions, shall generally be made public, except for matters related to Party and state secrets that are not allowed to be disclosed or are not suitable for disclosure in accordance with relevant regulations.

 

Strengthen the restriction and supervision of power operation, let the people supervise power, and let power operate under the sunshine.

 

The disclosure of party affairs shall not endanger political security, especially political and institutional security, as well as economic security, military security, cultural security, social security, homeland security, and national security.

 

Article 8: The Party organization shall reasonably determine the scope of disclosure based on the degree of connection between Party affairs, Party members, and the masses:

 

(1) Leading economic and social development, involving party affairs related to the production and life of the people, and making them public to society;

 

(2) The major issues related to party building or the obligations and rights of party members that require all party members to be generally aware of and comply with the implementation of party affairs shall be made public throughout the party;

 

(3) The party affairs of various regions, departments, and units shall be publicly disclosed in their respective regions, departments, and units;

 

(4) Party affairs that involve the vital interests of specific party organizations, party members, and the masses shall be made public to specific party organizations, party members, and the masses.

 

Article 9: The central organization of the Party shall disclose the Party's theory, line, principles, and policies, manage major decisions and deployments in Party and state governance, make important speeches and instructions by Xi Jinping, hold important meetings, activities, and appoint and dismiss important personnel of the Party Central Committee, strengthen self construction by the Party Central Committee, the Central Political Bureau, and the Standing Committee of the Central Political Bureau.

 

Article 10 Local Party organizations shall disclose the following contents:

 

(1) Study and implement the decisions and deployments of the Party Central Committee and higher-level organizations, firmly uphold the authority and centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping as the core;

 

(2) The deployment and arrangement of local economic and social development, major reform issues, major livelihood measures, and other major decisions and implementation, as well as the emergency response to major emergencies;

 

(3) Fulfill the main responsibility of comprehensively and strictly governing the Party, adhere to the principle of democratic centralism, take political life within the Party seriously, and be fully responsible for the construction of the Party in the local area;

 

(4) Important party meetings, activities, and important personnel appointments and dismissals in the local area;

 

(5) Strengthening self construction of local party committees;

 

(6) Other party affairs that should be made public.

 

Article 11: Grassroots Party organizations shall disclose the following contents:

 

(1) Study and implement the decisions and deployments of the Party Central Committee and higher-level organizations, firmly uphold the authority and centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping as the core;

 

(2) Work objectives during the tenure, phased work deployment, key work tasks, and implementation status;

 

(3) Strengthening ideological and political work, conducting intra party learning and education, organizing education and training for party members, and implementing the "three meetings and one lesson" system;

 

(4) General election, establishment of party organizations, development of party members, democratic evaluation, convening of organizational life meetings, safeguarding the rights of party members, collection and management of party fees, and self construction of party organizations;

 

(5) Prevent and correct the phenomenon of "four winds", and contact and serve the situation of party members and the masses;

 

(6) Implement the political responsibility of managing the Party and governing the Party, strengthen the construction of Party conduct and clean governance, and implement organizational and disciplinary measures against Party members;

 

(7) Other party affairs that should be made public.

 

Article 12: The disciplinary inspection organs of the Party shall disclose the following contents:

 

(1) Study and implement the major policies and decisions of the Party Central Committee, firmly uphold the authority and centralized and unified leadership of the Party Central Committee with Comrade Xi Jinping as the core, and implement the work deployment of the Party Committee at the same level and the disciplinary inspection organs at higher levels;

 

(2) Carry out disciplinary education, strengthen disciplinary construction, and maintain the Party Constitution, Party rules, and Party discipline;

 

(3) Investigate and deal with unhealthy practices and corruption issues that violate the spirit of the central eight point regulations and have a negative impact on the people;

 

(4) Filing and reviewing cases of serious violations of discipline and suspected illegal crimes by party members and leading cadres, organizing reviews, and imposing disciplinary measures for dismissal from the party;

 

(5) Accountability for serious dereliction of duty and responsibility by party members and leading cadres;

 

(6) Strengthening the self construction of disciplinary inspection agencies;

 

(7) Other party affairs that should be made public.

 

Article 13: The working organs of the Party, dispatched organs of the Party Committee, directly affiliated public institutions of the Party Committee, and Party groups shall, in accordance with the provisions of Article 7, Paragraph 1 of these Regulations, determine the public content based on actual conditions.

 

The Party's working organs and directly affiliated institutions should focus on publicly implementing the decisions and deployments of the Party Committee and carrying out Party work.

 

The dispatched organs of the Party committee shall focus on publicly disclosing the work of the Party in their respective regions, fields, industries, and systems under the leadership of the Party committee.

 

The Party group should focus on disclosing the leadership role and implementation of the Party building responsibility system in its own unit.

 

Article 14: The Party organization shall compile a directory of Party affairs disclosure in accordance with the content and scope of Party affairs disclosure stipulated in these Regulations, and dynamically adjust it according to the requirements of its responsibilities and tasks. The Party affairs public directory shall be reported to the higher-level organization of the Party for record keeping and shall be made public within the Party or to the public in accordance with regulations.

 

The Central Commission for Discipline Inspection and various departments of the central government should strengthen guidance on the compilation of the public directory of party affairs in their respective fields.

 

Chapter 3 Procedures and Methods of Disclosure

 

Article 15: Any matter listed in the Party affairs public directory shall be promptly and proactively disclosed by the relevant Party organizations in accordance with the following procedures:

 

(1) Propose. The relevant departments of the Party organization shall study and propose a plan for the disclosure of Party affairs, and formulate the content, scope, time, and method of the disclosure.

 

(2) Review. The relevant departments of the Party organization conduct confidentiality reviews and review them in terms of necessity, accuracy, and other aspects.

 

(3) Approval. The party organization shall approve the party affairs disclosure plan in accordance with its authority, and those beyond its scope of authority must be submitted for approval in accordance with the procedures.

 

(4) Implementation. The relevant departments of the Party organization shall implement party affairs disclosure in accordance with the approved plan.

 

Article 16: Party organizations shall choose appropriate methods of disclosure based on the content and scope of party affairs disclosure.

 

Publicity within the party generally takes the form of holding meetings, preparing and distributing documents, compiling and distributing briefings, and publishing on the local area network. For those that are open to the public, they generally adopt methods such as issuing communiques, holding press conferences, accepting interviews, and publishing in newspapers, radio, television, the Internet, new media, and public columns. Priority should be given to using party media such as party newspapers, magazines, radio and television stations, and key news websites for distribution.

 

The central disciplinary inspection organs of the Party, relevant working organs of the Party Central Committee, local Party committees at or above the county level, as well as local disciplinary inspection organs and relevant working organs of local Party committees, should establish and improve the system of Party committee spokesperson, gradually establish a routine release system, and timely and accurately release important Party affairs information.

 

Article 17: If the disclosure of party affairs can be achieved through the sharing of resources with carriers and platforms such as government affairs, factory affairs, village (residential) affairs, and public institution affairs, it should be used in a coordinated manner.

 

Conditional party organizations can establish a unified party affairs information disclosure platform.

 

Article 18: Pay attention to the monitoring and feedback of information related to the disclosure of party affairs, and promptly report any significant public opinion reactions that may arise. If any untrue, incomplete, or inaccurate information is found, it should be promptly clarified and guided.

 

Article 19: Establish and improve a system for party members to attend party committee meetings, party congress representatives to attend party committee meetings as nonvoting delegates, report and reflect on party affairs, consult on party affairs, solicit opinions on major decisions, and make good use of new forms of party affairs disclosure. Continuously expand the breadth and depth of party members and the masses' participation in party affairs disclosure.

 

Chapter 4 Supervision and Accountability

 

Article 20: Party organizations shall include the disclosure of Party affairs in important content of reports to higher-level organizations or special reports on Party building work.

 

Article 21: Party organizations shall regard the disclosure of Party affairs as an important part of fulfilling their political responsibility for comprehensive and strict governance of the Party, and conduct assessments on subordinate organizations and their main responsible persons.

 

The party organization should report the disclosure of party affairs to relevant party members and the masses every year, and include it in the scope of democratic evaluation of party members, actively listening to the opinions of the masses.

 

Article 22: The Party organization shall establish and improve a supervision mechanism for the disclosure of Party affairs, carry out regular inspections and special inspections, which can be combined with the inspection and assessment of the responsibility system for Party conduct and clean governance construction, and the assessment of Party building work. The inspection situation should be reported within an appropriate range.

 

Article 23: For those who violate the provisions of this Regulation and cause adverse consequences, the relevant party organizations, party members, leading cadres, and staff members shall be held accountable in accordance with regulations and discipline.

 

Chapter 5 Supplementary Provisions

 

Article 24: The Central Military Commission may formulate regulations on the disclosure of party affairs in accordance with these Regulations.

 

Article 25: The Central Commission for Discipline Inspection, various departments of the central government, and the Party committees of various provinces, autonomous regions, and municipalities directly under the Central Government shall formulate implementation rules in accordance with these Regulations.

 

Article 26: These Regulations shall be interpreted by the Central General Office in conjunction with the Central Organization Department.

 

Article 27: These regulations shall come into effect on December 20, 2017.
